The Commission was borne out of the realization that long lasting peace, sustainable development and harmonious coexistence among Kenyans requires deliberate normative, institutional and attitudinal processes of constructing nationhood, national.

Deputy Director Research – Grade NCIC 3

Job Summary

This position is responsible for providing oversight in the formulation, management, coordination and implementation of research interventions that promote good relations, harmony and peaceful co-existence between persons of different ethnic and racial communities of Kenya.

Requirements for appointment

  • Master’s degree in any of the following disciplines; Peace and conflict Studies, Political Science, International Relations, Sociology, Development Studies, Public Administration or its equivalent qualification from a recognized institution.
  • Bachelor’s Degree in any of the following disciplines: Education, Peace and conflict studies, political Science, Sociology, Social work, Economics, Statistics, Mathematics, Anthropology, Public Administration, Psychology, Gender and Development or its equivalent qualification from a recognized institution.
  • At least Twelve (12) years’ experience five (5) of which should have been in comparable position.
  • Certificate in research skills development and management or its equivalent qualification lasting not less than two (2) weeks from a recognized institution
  • Membership to a relevant professional body

Duties and responsibilities

  • Overseeing development, implementation and review of research policies, standards, procedures and guidelines.
  • Spearheading identification and analysis of factors inhibiting attainment of harmonious relations between ethnic communities, particularly barriers to the participation of any ethnic community in social, economic, commercial, financial, cultural and political endeavors and propose possible solutions;
  • Providing strategic leadership in the assessment of socio-economic political and development policies of the government impacting on ethnic relations and advising on their implementation;
  • Facilitating generation and dissemination of research findings to relevant stakeholders in liaison with corporate communication;
  • Leading in the development of research proposals and programmes;
  • Facilitating research on emerging issues and trends on issues relating to ethnic relations and making appropriate recommendations;
  • Overseeing audits in establishing status of access and enjoyment by persons of all ethnic communities and racial groups to public or other services and facilities provided by the government;
  • Determining strategic priorities from research on socio-economic, political and development policies of the Government impacting on ethnic relations and advising on their implementation;
  • Spearheading monitoring and making recommendations on factors inhibiting development of harmonious relations between ethnic groups and on barriers to the participation of all ethnic groups in the social, economic, commercial, financial, cultural and political life of the people;
  • Overseeing monitoring and preparation of reports on the status and success of implementation of the commission’s recommendations to the relevant agencies;
  • Ensuring establishment and maintenance of Research Databases;
  • Establishing and maintaining partnerships and collaborations with Agencies and other relevant stakeholders in support of research;
  • Coordinating development and implementation of strategic and work plans;
  • Ensuring prudent financial management while executing programmes and adhering to approved budgetary allocations for the department
  • Coordinating the development and execution of department procurement plans
  • Identifying training needs and relevant opportunities for the staff in Research department in coordination with Human Resource

Senior Planning and Resource Mobilization Officer – Grade NCIC 5

Job Summary

The Senior Planning and Resource mobilization officer is responsible for the implementation of corporate planning and resource mobilisation function at the Commission.

Requirements for appointment

  • Bachelor’s Degree in Economics, Statistics, Economics and Mathematics, Economics and Finance, Economics and Statistics, Project Planning and Management, Development Studies or equivalent qualification from a recognized institution.
  • Certification in any of the following: Project Management, Resource Mobilization, Project Monitoring and Evaluation lasting not less than three (3) months from a recognized institution
  • At least three (3) years’ experience in a comparable position
  • Membership to a relevant professional body

Duties and responsibilities

  • Compiling and analyzing information from the departments for strategic planning and performance contracting purposes;
  • Taking part in preparing the Commission’s Public Expenditure Review (PER) and Mid-Term Expenditure Framework (MTEF) in close consultation with Finance;
  • Consolidating and analyzing departmental strategic plans and priorities;
  • Taking part in organizing training for staff on target setting, work planning, performance contracting and strategic planning in collaboration with other departments;
  • Preparing training and sensitization tools, instruments and materials;
  • Taking part in designing a framework for monitoring and evaluation of the Commission’s programmes and projects;
  • Taking part in conducting economic analysis of programmes, projects and activities undertaken by the Commission to inform decision;
  • Carrying out feasibility studies on the Commission’s delivery programmes and projects
  • Preparing tools and instruments for performance review, reporting, monitoring and evaluation of projects and programmes;
  • Taking part in developing and reviewing funding proposals for resource mobilization in collaboration with other departments;
  • Consolidating reports for monitoring the utilization of donor resources
  • Preparing tools for service delivery surveys;
  • Updating information on the database on the Commission’s programmes, projects and contracts;
  • Compiling and interpreting statistical data;
  • Preparing progress reports.
