Emergency Preparedness and Response Specialist

Technical Responsibilities:

  • Support and improve linkage of event-based surveillance and hospital event-based surveillance with national and county emergency operation centers (EOCs) for investigations.
  • Support rolling out of Integrated Disease Surveillance and Response technical guidelines.
  • Support organizational leadership and coordination capacities during disease investigation and response
  • Closely work with DDSR’s leadership to support adoption and dissemination of national policies, procedures, protocol, algorithms and plans for preparedness and response at county Emergency Operation Centers (EOCs).
  • Provide technical assistance for training multisectoral response teams at national and sub-national levels
  • Supporting with national and counties disease prevention and control including water sanitation and hygiene (WASH) programs

Applied Knowledge And Skills

  • Strong analytical skills with demonstrated capacity to interpret data and inform evidence-based decision making.
  • Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

Education And Experience

  • Master’s Degree or equivalent in public health, epidemiology, international relations, or other relevant discipline (or international equivalent).
  • At least 6 years of relevant experience in electronic surveillance systems or health information systems, preferably in Kenya.
  • Experience working with multiple national and county level health agencies/divisions and an understanding of the Kenyan health system.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • International program development or program management experience preferred.

Health Information System Specialist 

Technical Responsibilities:

  • Support linkage of case-based surveillance data with laboratory results and roll out of Integrated Disease Surveillance and Response technical guidelines.
  • Develop and monitor systems to integrate data collection, processing and reporting, visualization, and use of information for improving health service effectiveness and efficiency through better management at all levels.
  • Provide technical support for data linkage and integration of partner supported digital solutions/electronic surveillance tools into the national DHIS 2 and with laboratory systems.
  • Support implementation of event-based surveillance and hospital event-based surveillance and improve linkages with national and county emergency operations centers for investigations.
  • Support the develop and/or revision of relevant protocols, SOPs, instruments, data sets, manuals, training materials and reports pertaining to the health information system.
  • Implement strategies to strengthen capacity of MOH in surveillance systems, data management, health informatics, data analysis and use for program planning and improvements.

Applied Knowledge And Skills

  • Strong analytical skills with demonstrated capacity to interpret data and inform evidence-based decision making.
  • Documented skills in the design, implementation, and oversight of electronic data collection tools (e.g, DHIS2, EARS, Jitenge), client level electronic medical records, and in the use of data visualization techniques and software (DHIS2, Tableau, PowerBI)

Surveillance Specialist 

Technical Responsibilities:

  • Collaborates with health officials, national and regional institutions, non-governmental organizations (NGOs), and international donors to design, implement, monitor and evaluate surveillance strengthening activities.
  • Serves as point person for EGHS work in country including leading planning, development, implementation, and monitoring and evaluation of project surveillance activities.
  • Provides technical assistance to project partners to implement surveillance activities.
  • Identifies challenges and develops strategies for effective implementation of surveillance related activities.
  • Provides support to review and update existing surveillance systems and toolkits
  • Provides technical assistance to strengthen national expertise to manage health management information system platforms, analyze data and produce surveillance reports and other visualizations aligned with evidence-based practices and international standards.
  • Represents the project on national technical working groups, as appropriate, and maintain contacts with other organizations engaged in GHSA activities.
  • Coordinates with EGHS team in other countries to ensure commonalities and experience sharing within the project and across countries
  • Contributes to the preparation of required reports.

Applied Knowledge And Skills

  • In-depth knowledge of and experience in national/regional infectious disease surveillance
  • Demonstrated experience implementing field-based surveillance methodology including analysis of epidemiologic investigation data
  • Awareness of the mechanisms and strategies that are being deployed under the Global Health Security Agenda and other similar mechanisms to combat emerging infectious disease threats.
  • Knowledge and previous work experience with joint external evaluations (JEE) and improvement strategies at country level
  • Proficiency with data management software (DHIS 2 or other information systems)
  • Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Excellent interpersonal and analytical skills.
  • Excellent and demonstrated project management skills.
  • Ability to network and collaborate with others in a sophisticated multi-partner context.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Ability to solve problems and implement corrective action as needed.

Education And Experience

  • Master’s degree or international equivalent in medicine, public health, or related field
  • At least 6 years of relevant experience in infectious disease surveillance.
  • Demonstrated experience implementing field-based surveillance methodology including analysis of epidemiologic investigation data
  • Demonstrated report writing and presentation skills
  • Experience working effectively with government counterparts at national and regional levels.
  • Proven interpersonal skills and ability to work effectively in a team.
  • Experience collaborating on projects and coordinating efforts with other program staff, other international health agencies, and private and non-profit organizations
