Chief Legal Officer
Duties and responsibilities: • Ensuring compliance with the policy, legal requirements and provisions in all the undertakings of the Commission so as to safeguard the interest of the Commission in all legal matters;
• Initiating the development and review of strategies and guidelines on complaints management;
• Monitoring and evaluating complaints on administrative justice received,carrying out inquiries into the complaints, monitoring the resolutions and maintaining a complaints database;
• Identifying issues and areas for legal policy formulation and review;
• Preparing legal opinions, legal briefs, legal documents, leases, contracts and memoranda of understanding;
• Conducting legal research on specific legal matters and emerging trends, researching on pending case files and coming up with an opinion to facilitate the justice process;
• Recommending alternative disputes resolution mechanisms in addressing legal matters and conducting formal hearings;
• Representing the Commission in litigation and other legal matters and
• Any other duty as may be assigned from time to time
Job specification For appointment to this grade, an officer must: -
• Have served in the grade of Senior Legal Officer or its equivalent for at least four (4) years;
• Have Bachelor’s degree in Laws (LLB) from a recognized institution;
• Have Diploma in Law from the Kenya School of Law;
• Be an Advocate of the High Court of Kenya;
• Have a Certificate in Leadership/Management Course lasting not less than four (4) weeks from a recognized institution;
• Have certificate in computer application skills from a recognized institution; and ;
• Have demonstrated professional competence in work performance and results
Chief Access to Information Officer
Duties and responsibilities: • Receiving, reviewing and conducting inquiries on into alleged violations of the Access to Information Act;
• Undertaking onsite inspections and relevant information inventories;
• Participating in the designing and facilitating mechanisms for hearing and determination of access to information applications;
• Participate in the investigations on violations of the provisions of the Access to Information Act;
• Preparing summons, orders and other legal instruments under ATI Act; Requesting, receiving and evaluation of public entities reports on implementation of the Access to Information Act;
• Developing and implementation of programmes for public sensitization, education and awareness on access to information;
• Undertaking relevant researches aimed at developing repository and guidance on ATI including opinions, circulars, publications, guidance notes, determinations, advisories and case law;
• Developing regulatory framework on ATI including relevant legislations, policies, guidelines, rules and model laws;
• Preparing departmental reports on annual workplans, procurement plans and budgets; and other special reports on ATI; and
• Any other duty as may be assigned from time to time
Job specification For appointment to this grade, an officer must have: -
• Served in the grade of Senior Access to Information Officer or a similar position for a minimum period of four (4) years;
• Bachelors degree in any of the following disciplines: - Public Administration, Law, Information Management, Archival Studies or equivalent qualification from a recognized institution;
• Master’s degree in any of the following disciplines: - Public Administration, Law, Business Administration, Information Management, Archival Studies or equivalent qualification from a recognized institution;
• Membership to professional body where applicable;
• Certificate in Leadership or Management Course lasting not less than four (4) weeks from a recognized institution;
• Certificate in Computer Application Skills from a recognized institution; and
• Demonstrated professional competence as reflected in work performance and results
