Background
The European Union through the European Union Trust Fund for Africa (EUTF) is supporting IGAD’s efforts to operationalise the IGAD Support Platform for delivering durable solutions to forced displacement through the implementation of the global compact on refugees (GCR).

Since 2017, countries in the IGAD region have been developing a comprehensive, ‘whole of society’ approach to supporting areas affected by refugee displacement. This process has benefited from the convening power of IGAD, which brought heads of state, ministers, and technical staff together in a series of meetings that resulted in the March 2017 Special Summit on Comprehensive Approach to Durable Solutions on the Somali Refugee Situation. IGAD has spearheaded the creation of a political space to build consensus around refugee issues and put the Comprehensive Refugee Response Framework (CRRF) on the regional political agenda. Since the start of the Nairobi Process, two technical meetings and ministerial summits have brought member states together on the themes of Education (held in Djibouti in December 2017) and Jobs and Livelihoods (held in Kampala in March 2019). Furthermore, the Nairobi Process that initially focused on Somali refugees, has been expanded to include all refugee situations in the IGAD Region, regardless of their country of origin.

The Declarations that resulted from these two summits established principles, best practice and concrete commitments on the part of hosting countries to taking a common approach to supporting displacement-affected communities. The technical meetings were a first step in turning these political commitments into realities, first through the development of appropriate policy and legislation and then through the elaboration of action plans and localization processes. These meetings, combined with annual stocktaking meetings on the Nairobi Declaration and the formulation of national action plans, have also helped to foster cross-regional sharing of best practice and provided member states with milestones to aim for.

In addition, IGAD with the financial support of the Government of Switzerland is working towards improved migration governance in the region, including by strengthening migration related structures and systems at national and regional level. Amongst other activities, IGAD has supported its Member States in the establishment of National Coordination Mechanisms on Migration (NCMs) which follow a whole-of-government approach to migration. While the NCMs have become active platforms and important entry points for migration programming in the region they still face a number of challenges. For instance, not all IGAD Member States have active NCMs and most of them are not formally recognized by law. This poses a danger of sustainability especially in a context of changes in the government. IGAD is therefore working towards strengthening and institutionalizing the NCMs and supporting the Member States in the development and adoption of migration policies.

IGAD therefore seeks to recruit National Coordinators in Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda to support the day-to-day implementation of migration and forced displacement activities in respective member states. two projects mentioned above.

Core Duties and Responsibilities
Under the overall supervision of the Director of Health and Social Development and the technical supervision of the officers in charge of the IGAD Support Platform and Migration Governance, the National Coordinators will ensure continuity of engagement between regional and the national levels and support implementation of the project activities and other IGAD initiatives on forced displacement and human mobility at the national and subnational level.

More specifically National Coordinators will:
• Promote implementation linkages between national and regional processes as well as the different thematic areas of the Nairobi declaration and on migration governance
• Support Member States in the development of the national plans of action and their consolidation at the regional level
• Provide support to strengthen/ establish CRRF coordination units at national and sub national levels
• Act as liaison person between the IGAD secretariat in Djibouti and the NCM Focal Points in respective member states
• Provide support to strengthening/institutionalizing the NCMs, Facilitate and coordinate IGAD Support Platform and NCM events, workshops, meetings and trainings at sub-national, national and regional levels
• Champion and advocate for the Nairobi Declaration, subsequent thematic declarations and their accompanying plans of action through participation of in various fora at national level and beyond
• Support and advocate for the drafting and adoption of national migration policies
• Build & maintain strategic partnerships and facilitate the mapping of development partners and investments contributing to durable solutions on forced displacement at the national level
• Support the collection disaggregated data and dissemination of relevant information on durable solutions initiatives at sub-national and national level
• Provide support in the identification, collection and documentation of good practices
• Provide support and take part in monitoring, reviewing, evaluation and learning events on durable solutions initiatives and migration governance discussions at sub-national, national level and regional levels
• Support the convening of national and regional steering committee meetings
• Support the convening of the Regional Consultative Process on Migration (RCP), and the Regional Migration Coordination Committee (RMCC)
• Perform any other duties as requested

Minimum Qualifications and Experience
Educational Requirements
• Master’s Degree in relevant Social Science, Law or Political Science.

Experience/ Key skills and competencies
• Knowledge of displacement and migration governance in the in the Horn of Africa background
• At least 3 years of appropriate experience in the development and implementation of durable solution approaches to durable forced displacement
• At least 2 years’ experience in program design and implementation
• Demonstrate understanding of displacement and migration management issues
• Experience with managing multi donor funds

Skills and Abilities:
• Working knowledge of policy analysis and development and program/project management, implementation and monitoring
• Knowledge of, and involvement in, programs implemented by regional and international organizations such as IOM, UNHCR, EU, African Union are highly desirable
• Excellent interpersonal skills, ability to organize and motivate others, and to work in a multi-cultural environment
• Excellent drafting and reporting skills; communication and negotiating skills; and planning and organizational skills
• Excellent oral and written communication skills
• Language requirements
• Fluency in English is required. French is an added advantage.
