The Monitoring and Evaluation Specialist (Health) reports to the Chief of Health for guidance and general supervision. He/ She supports the development and management of the health program information system and is responsible for managing, implementing, monitoring, evaluating and reporting on the progress of achievement within the country program. The Monitoring and Evaluation Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework. .

MAIN DUTIES AND RESPONSIBILITIES
Support to Health Program Development & Planning
• Conduct and update the situation analysis for the development, design and management of health-related programs. Research and report on development trends.
• Contribute to the development and establishment of sectoral program goals, objectives, strategies and results-based planning through analysis of health needs and areas for intervention and submission of recommendations for priority and goal setting.
• Participate in strategic program discussions on the planning of health programs. Formulate, design and prepare sectors of health program proposals, ensuring alignment with UNICEF's Strategic Plan, the Country Program, as well as coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies.
Program management / Monitoring & Delivery of Results using the Health Management Information System (HMIS)
• Participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with government and other counterparts to assess programs and to assess progress and to determine required action/interventions to achieve results.
• Support HMIS meetings and training activities as required.
• Provide technical guidance for upcoming DHIS indicator review and oversee institutional technical support.
Technical and Operational Support to Health Program Implementation
• Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors.
Networking and Partnership Building
• Build and sustain effective close working partnerships with health sector government counterparts, national stakeholders, as well as global partners, allies, donors, and academia.
Innovation, Knowledge Management and Capacity Building
• Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable program results.

To qualify as an advocate for every child you will have...
• Master's degree in Public Health (MPH) / medical statistics / epidemiology or an equivalent degree from a recognized University or College.
• A minimum of 5 years of relevant professional experience in health management information systems in large organizations or at country level.
• Demonstrated experience in data collection, data analysis as well as preparing reports and presentations. Sound knowledge of DHIS, data analysis and management
• Background/familiarity with Emergency/Fragile Country setting is desired.
• Demonstrable interpersonal and communication skills and good analytical skills are desirable attributes
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
