Position Summary/ Objective

the monitoring, evaluation & learning (mel) officer provides direct oversight and accountability for planning, evaluation and performance monitoring for a usaid funded project. The mel officer will work to ensure that monitoring and evaluation systems are consistently integrated and implemented across all project partners. The role will be responsible for facilitating evaluation processes and tracking performance of key indicators with project partner leads. The mel officer will develop data collection tools, conduct quantitative and qualitative data collection and analysis and lead m&e activities with project stakeholders such as community members, local organizations, and other partners. The role will also be responsible for establishing and facilitating a learning culture and documentation of learning within the project and following all funder requirements.

It has a direct reporting relationship to the project’s chief of party in kenya and indirect reporting relationship to the ifaw director of planning, monitoring, evaluation & learning (pmel) in the united states. The mel officer will collaborate closely with ifaw’s pmel department team as well as the project partners’ mel staff.

Role and responsibilities
• lead project monitoring and evaluation (m&e) activities including quantitative and qualitative data collection, analysis and data preparation for project reporting and to assess progress towards project objectives;
• develop and utilize data collection, analysis, storage and visual dashboard tools for effective data management and communication;
• lead and coordinate baseline and mid-line surveys for project performance indicators;
• perform qualitative data collection through key informant interviews and focus group discussions with community members and other project stakeholders;
• facilitate the project’s collaboration, learning and adaptation process by hosting learning and adaptive management activities with project partners and stakeholders;
• design and oversee performance monitoring plans and performance indicator reference sheets for the project and ensure timely collection of accurate data and reporting to usaid;
• coordinate project evaluations in collaboration with project partners, funder and ifaw pmel department, supporting the design of evaluations and providing oversight of evaluation consultants;
• develop and manage annual project m&e workplans and budgets;
• conduct regular data quality assessments (dqa) of all project data with project partners;

Qualifications and Education requirements
• a bachelor’s degree in a relevant field, ideally in international development, program management, monitoring and evaluation, or related field preferred ;
• at least five (5) years’ experience managing the implementation of monitoring, evaluation, and learning activities with competencies in a variety of qualitative and quantitative methods;
• experience engaging community members through focus group discussions is preferred;
• experience with monitoring and evaluation software systems that enable effective analysis and reporting on performance data;
• strong written and oral presentation skills and experience developing data dashboards and reporting;
• strong organizational and interpersonal skills and the ability to collaborate well with different stakeholders;
• experience in group facilitation of after action reviews (aars) or other learning activities preferred;
• demonstrated knowledge of usaid reporting standards and m&e tools such as activity mel plan, performance indicator reference sheets, results frameworks, and data quality assessments;
• comprehensive knowledge of microsoft office and comfortable learning and utilizing data management software tools;
• strong attention to detail and accuracy, excellent problem-solving skills, flexibility, and ability to work independently;
• professional proficiency in written and spoken english required.
