USAID Health System Strengthening Grant - Kenya
KANCO is seeking a Monitoring, Evaluation and Learning (MEL) Advisor to implement an anticipated USAID-funded Health Systems Strengthening project in Kenya. This will be a contract position pending award from USAID.

Job Description/Requirements
KANCO is seeking a Monitoring, Evaluation and Learning (MEL) Advisor to support the implementation of an anticipated USAID-funded Health Systems Strengthening Project in Kenya. The 5-year project will focus on providing support to strengthen health leadership, Governance and Health Systems for quality and equitable service delivery.
Summary of the Position
The Monitoring, Evaluation and Learning (MEL) Advisor will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts. They will lead the analysis of data collected for assessment of progress and areas of improvement, and overall data management, including health systems audit, monitoring and Learning.
S/He will guide reporting processes amongst Technical Staff and consolidate program reports, and promote learning and knowledge sharing of best practices and lessons learned. S/He will support all the technical staff in MEL functions and will manage any other staff working in the project. Actual hiring is contingent upon successful activity award and USAID approval.

Duties and Responsibilities
1. Work with Chief of Party (COP), the technical team and the Cluster Coordinators to ensure that monitoring information is shared and fully utilized through knowledge sharing and strategic learning processes.
2. Oversee the baseline-midline-end line and final evaluation process ensuring that the methodology, sampling, and collection tools meet the expected standards.
3. Oversee the gender progress and community indicators processes.
4. Regularly review data collection processes, perform data quality assessments and adjust as needed.
5. Prepare, review or update the MEL section of the annual work plans as needed.
6. Participate and provide input to program strategy, including necessary adjustments or refinements to the work plan.
7. Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper monitoring of project activities.
8. Provide direct coaching and reinforcing capacity of all staff under MEL section including documentation.

Key Qualifications:
1. A Master’s degree in a relevant discipline, such as mathematics, statistics, informatics, biostatistics, information systems or a related field with knowledge/skills of Geographical Information Systems and information technology
2. At least ten years of experience implementing monitoring and evaluating activities for complex programs in developing countries.
3. Demonstrated experience in providing technical support, setting up and managing M&E systems that track performance as per the objectives of this activity (e.g., performance against each result area) and in the application of statistical methods and database management.
4. Demonstrated experience developing performance indicators, assessing and tracking data quality, data management, and/or training in performance management topics.
5. Demonstrated experience training/facilitating workshops with several types of stakeholders on M&E topics; proven ability to distill complex information down to useable and understandable information for stakeholders.
6. Experience developing and implementing performance monitoring plans.
7. Strong knowledge of USAID rules and regulations around M&E and familiarity with USAID’s approach to project management.
8. Exceptional technical skills in data management, MEL, survey design, mapping and/or assessment required.
9. Exceptional skills in Excel, Word, and other Microsoft Office software and data analysis software, such as SPSS or Stata.
10. Effective communication and interpersonal skills and ability.
11. Must be professionally proficient and fluent in written and spoken English
