Description
Pathfinder is seeking a Monitoring, Evaluation & Learning (MEL) Specialist for an anticipated 5-year for USAID/Kenya Health Systems Strengthening (HSS) Activity. The 5-year project will focus on providing support to strengthen health leadership and governance and health systems for quality and equitable service delivery. The project components will include 1) strengthening health systems governance, 2) strengthening health partnerships, 3) strengthening health financing and social protection systems, 4) strengthening health supplies, 5) strengthening health analytics, and 6) strengthening health quality and human resources systems. Specifically, this Activity will focus on pulling together a group of related HSS functions that collectively contribute to system outcomes of equity, quality, and resource optimization to impact HIV/TB positively and sustainably, FP/RMNCAH and malaria program outcomes in the delivery of services to all citizens, particularly the underserved and vulnerable populations. The Monitoring, Evaluation and Learning (MEL) Specialist will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes, and impacts. They will lead the analysis of data collected for assessment of progress and areas of improvement and overall data management. They will guide reporting processes amongst technical staff and consolidate program reports and promote learning and knowledge sharing of best practices and lessons learned. They will support all the technical staff in MEL functions and will manage any MEL related staff in the program.

Key Job Outcomes:
• Provide technical leadership to capture and communicate program results, as well as ensure high-quality, timely, valid, and verifiable data collection, reporting and analysis.
• Develop and implements framework for project results measurement, accountability, learning and development effectiveness to measure and report project success, including articulation of Theories of Change (ToC).
• Using a CLA framework, ensures that lessons learned, and best practices are captured, synthesized, reported, and disseminated.
• Review and update the project’s M&E plan on an on-going basis.
Supports prioritization and regular use of health information by project partners at national and subnational levels, leveraging routine information systems to the

Minimally Required Job-Specific Competencies:
• Demonstrated experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent M&E systems that report progress against indicators throughout the life of the project.
• Demonstrated experience with complex donor-funded development projects
• Experience with USAID rules and regulations, as well as best practices in M&E
• Proficiency in data analysis software, Excel, Word, and other MS Office software
• Experience in leading and oversight of qualitative and quantitative research and demonstrated experience managing data collection teams
• Prior experience developing, implementing, and managing performance monitoring plans (PMPs)
• Excellent organizational and management skills to manage MEL teams and activities
• Significant experience in a senior management role on a donor funded program.
• Significant supervisory experience.
• Fluency in English.
• Demonstrated experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent M&E systems that report progress against indicators throughout the life of the project.

Minimally Required Organizational Competencies:
• Strong understanding of USAID regulations and M&E reporting requirements, preferably in the health sector.
• Strong computer skills in analytics software systems and Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
• Good strategic and analytic thinking skills.
• Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices
• Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented, and ability to manage stress effectively in a fast-paced environment.

• Confidentiality: Ability to maintain confidentiality on work related matters.
• Communication and Influencing Skills: Proven ability to influence others through diplomacy and proven oral and written communication skills.

Minimally Required Education, Training and Experience:
• An advanced degree in demography, statistics, social sciences, mathematics, informatics, Geographical Information Systems and information technology or related field.
• Masters/ A post-graduate degree in a relevant discipline, such as M&E, Statistics, bioinformatics, mathematics, or public health
• At least ten years of experience implementing monitoring and evaluating activities for complex programs in developing countries
• Demonstrated experience in providing technical support, setting up and managing M&E systems that track performance as per the objectives of this activity (e.g. performance against each result area) and in the application of statistical methods and database management.

• Other Information:
o This position will be based in Kenya.
o Ability to travel internationally (up to 35%)
o Uses cellular and desk phone, laptop, or desktop computer.
