Job Description
The Central Rift Valley Water Works Development Agency (CRVWWDA) is one of the nine (9) Water Works Development Agencies established on 3rd May, 2016 as per the provisions of Article 65 of the Water Act 2016 through Legal Notice No. 27 of 26th April, 2019 by the Cabinet Secretary Ministry of Water & Sanitation.
The Central Rift Valley Water Works Development Agency was established to:
• Undertake the development, maintenance and management of the national public water works within its area of jurisdiction;
• Operate the water works and provide water services as a water service provider, until such a time when the responsibility for the operation and management of the waterworks are handed over to a county government, joint committee, authority of county governments or water services provider within whose area of jurisdiction or supply the waterworks is located;
• Provide reserve capacity for the purposes of providing water services where pursuant to section 103, the Regulatory Board orders the transfer of water services functions from a defaulting water services provider to another licensee;
• Provide technical services and capacity building to such county governments and water services providers within its area as may be requested; and
• Provide to the Cabinet Secretary technical support in the discharge of his or her functions under the constitution and this Act.

To discharge the above mandate, the Agency seeks to recruit the following staff;
Manager, Urban Water & Sanitation.
Job Grade CRV 3 - Job Ref: CRVWWDA/HRA /03/2022 (1 Post)

Job Purpose
This cadre is responsible to the General Manager Infrastructure Development and Management for implementation of Urban Water and Sanitation Infrastructure in the Agency’s area of jurisdiction or as advised.

Job Specifications
The functions of the Manager Urban Water and Sanitation works entail:
• Develop, implement and review policies, strategies, standards and guidelines on urban water and sanitation works;
• Develop urban water and sanitation infrastructure in line with specifications and industry standards;
• Coordinate and supervise water and sanitation works contractors and consultants during project implementation;
• Coordinating development of viable technical standards for incorporation into service agreements with county governments, joint committees, authority of county government and water service providers;
• Providing technical and capacity building services to county governments and water services providers upon request;
• Coordinating research on emerging issues and trends pertaining to construction and maintenance of urban water works;
• Overseeing inspection, maintenance and rehabilitation of urban water works infrastructure and assets in the area of jurisdiction;
• Collaborating with partners and other key stakeholders on urban water works development;
• Coordinating and controlling use of assets to facilitate efficiency and effectiveness in the utilization and distribution of water resources;
• Monitoring, evaluating and preparing periodic progress reports on implementation of urban water and sanitation works;
• Planning and budgeting for the Division; and
• Capacity building and managing performance of the Division.

Person Specification
Requirements for Appointment for appointment to this Grade an officer must have:
• Bachelor’s degree in any of the following disciplines: Civil Engineering, or any other relevant qualification from a recognized institution.
• Master’s degree in any of the following disciplines: Civil Engineering, or any other relevant qualification from a recognized institution.
• Cumulated experience of more than ten (10) years experience in a relevant field in the Private or Public Sector.
• Registered by a relevant professional body.
• A member of the Institute of Engineers of Kenya or any other relevant professional body.
• Certificate in Leadership, Corporate Governance Course, or an equivalent qualification from a recognized institution.
• Certificate in computer Application Skills from a recognized institution.
• Demonstrated managerial, administrative, and professional competence in work performance and results.
