JOB DETAILS:
Manager, Supply Chain Management
Job Purpose:
Provide leadership in the implementation of supply chain management policies, procedures, strategies and processes in accordance with the Public Procurement and Assets Disposals Act.
Requirements:
• A minimum period of ten (10) years relevant work experience in supply chain management three (3) of which must have been in a supervisory position;
• Bachelor’s degree in any of the following disciplines: - Procurement and Supply Chain Management, Pharmacy, Purchasing and Supplies Management, Supply Chain Management, Procurement and Contract Management, Logistics and Supply Chain Management, Procurement and Logistics Management or equivalent qualification from a recognized institution;
• Master’s degree in any of the following disciplines:- Procurement and Supply Chain Management, Purchasing and Supplies Management, Supply Chain Management, Procurement and Contract Management, Logistics and Supply Chain Management, Procurement and Logistics Management or equivalent qualification from a recognized institution;
• Membership to the Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS) and in good standing;
• Leadership course lasting not less than four (4) weeks in a recognized institution;
• Demonstrated merit and ability as reflected in work performance and results;
• A clear understanding of the Public Procurement and Assets Disposals Act and other relevant statutory regulations;
• Knowledge/experience in supply chain management in the pharmaceutical industry will be an added advantage;
• Proficiency in computer applications; and
• Fulfill the requirements of Chapter Six (6) of the constitution.

Job Specification
Key Duties & Responsibilities
• Spearhead the development, implementation and review supply chain management and warehousing policies, plans and strategies that safeguard the transparency, accountability and integrity of the procurement, asset management and disposal processes of the Institute;
• Provide professional and Advisory services on supply chain management to the Director General and the Board;
• Oversee the Institute’s supply chain management processes in accordance with PPDA in an efficient and timely acquisition of goods, works, services and consultancies;
• Advise the Institute on waste disposal in consultation with NEMA as per the Environment Management and Coordination (Toxic and Hazardous Industrial Chemicals and Materials Management) Regulations 2018;
• Formulate strategies and policies for promotion of Local Manufacturers, Citizen Contractors (Buy Kenya Build Kenya Strategy), application of Access to Government Procurement Opportunities (AGPO) reservation schemes (Youths, Women, PWDS and small and micro-enterprises) pursuant to Articles 55 & 56 of Constitution of 2010, PPAD Act 2015 and Regulations 2020;
• Oversee inventory management in compliance with the guidelines issued by the Institute;
• Coordinate the development and management of procurement contracts and efficient working frameworks/SLAs;
• Coordinate the Public Private Partnerships initiatives pursuant to the PPP Act, 2013;
• Provide support to end users on procurement guidelines;
• Liaise with the National Treasury and the Public Procurement Regulatory Authority (PPRA) on matters related to procurement and asset disposal;
• Oversee the development and implementation of strategies for vendor verification, supplier performance appraisal and management to increase efficiencies; and
• Prepare and submit supply chain management reports as per the Board calendar or as may be directed from time to time.
Terms of Service
The successful applicant will be appointed for five (5) year contract term renewable subject to satisfactory work performance and retirement age.
