Localisation Advisor
TrĂ³caire is one of Ireland’s leading social justice organisations. We work in partnership with local organisations and communities in 17 countries around the world to tackle the root causes of poverty, injustice and violence. We support people to use their own power to create positive and lasting change. As the development arm of the Catholic Church in Ireland, TrĂ³caire is a member of worldwide networks such as Caritas and CIDSE.
This is an exciting time in the history of the organisation as we roll out our new strategic plan (2021-2025) and near the 50th anniversary of TrĂ³caire’s existence. TrĂ³caire has been working in Kenya for over 30 years and established an office in Nairobi in 1994. As part our new strategic plan, TrĂ³caire is making a deliberate commitment to promote the localisation of aid and development. Consequently, by 2022 the Kenya country programme will transform to a model that is focused entirely on localisation.
To deliver on its commitment to localisation, TrĂ³caire established a Global Hub on Partnership & Localisation in March 2021. Based in Nairobi and working across the organisation globally, the Hub will deepen TrĂ³caire’s approaches to and expertise in partnership and localisation, while seeking to influence external actors through research, learning and advocacy. The objective of the Hub is to lead and support the development and delivery of TrĂ³caire’s Partnership and Localisation strategy and shift power within development and humanitarian systems to local partners in areas of the Global South where TrĂ³caire operates. The Hub will work to ensure that our partners have increased voice and influence in key spaces nationally and internationally; have increased institutional capacity; experience more inclusive and equitable partnerships; and experience more equitable sharing of funding and resources.
The role of the Localisation Advisor (LA) will form part of TrĂ³caire’s Global Hub on Partnership & Localisation. This new role will provide strategic and technical supports on localisation and partnership and lead in the operationalisation of the Hub’s strategies. The LA will work across the four core areas of TrĂ³caire’s partnership and localisation framework: increased voice and influence; capacity strengthening; partnership approach and accountability; and equitable funding and resources.

Reporting to the Global Partnership Director, this is a fixed contract of 1 year with the possibility of extension, based in Nairobi. The position is open to Kenyan nationals.**

Key Duties & Responsibilities
Technical Support on Localisation & Partnership
• Provide technical support and guidance to TrĂ³caire staff, particularly Country Programmes, and partners on issues relating to localisation and partnership.
• Support country offices in the design and implementation of initiatives/ projects that fall under TrĂ³caire’s localisation framework.
• Support the design of relevant policies and strategies, including TrĂ³caire’s Partnership & Localisation Strategy.
• Support the development of high-quality learning pieces on localisation and partnership, in collaboration with Country Programmes.
• Identify opportunities to share learning by partners and TrĂ³caire at relevant forums (e.g. Charter for Change, webinars, development journals, etc.).
• Design and implement mechanisms that promote greater accountability between TrĂ³caire and partners.
• Develop organisational learning resources on localisation and support their rollout.
Management of Localisation Initiatives and Projects
• • Effectively and efficiently manage a portfolio of localisation initiatives/projects through all phases of project cycle management.
• • Support the review of all outputs from localisation initiatives/projects, ensuring quality control.
• • Ensure all initiatives/projects comply with donor requirements and TrĂ³caire’s policies.
• • Track the expenditure of initiatives and projects and work with Country Programmes to ensure timely expenditure of donor funds.
• • Support Country Programmes to develop timely reports for their localisation projects/initiatives.
• • Work with Country Programmes to monitor and evaluate projects and initiatives.
• • Support baseline and evaluation reports for TrĂ³caire’s localisation efforts.
• • Compile reports for all localisation efforts globally and develop annual and donor reports on TrĂ³caire’s work on localisation and partnership.
• • Oversee the development of high-quality case studies for pilot initiatives/projects.**
• • Ensure that all project documentation is filed using TrĂ³caire’s online systems.
Advocacy and Networking
• In close collaboration with the Global Partnership Director, represent TrĂ³caire at local and international localisation and partnership coordination meetings and spaces.
• Influence policies and practices that promote localisation, including through stakeholder meetings and advocacy briefs.
• Provide support to Country Programmes on country-level advocacy efforts relating to localisation.
• • In collaboration with Country Programmes, support local partners/civil society to lead and participate meaningfully in national and international forums.
• • Provide technical guidance and support to the Charter 4 Change Working Group in Kenya, and support similar groups in the countries where TrĂ³caire works.
• • Identify opportunities for Country Programmes and Partners to profile their work and link into regional networks/forums on Partnership & Localisation.
Other
• Any other reasonable and relevant area of work, depending on the emerging needs of the Hub.

• Excellent verbal and written communications skills and willingness to engage in public speaking.
• Competent in Microsoft packages (Word, Excel, PowerPoint) and online systems (Salesforce, Box, Agresso).
• Fluency (written and spoken) in English. Other languages (Arabic, French, and Spanish) are a plus.

Person Specification – Essential Requirements
(A) Qualification
• Relevant third level degree
• Relevant master’s degree preferred
(B) Experience
• At least five years’ experience of working in a partnership-based model with local NGOs, Church and Civil Society organisations.
• Experience of working in partnership across a diversity of local partners, including small to medium-sized organisations.
• Experience with programme and project cycle management, including setting up M&E systems.
• Demonstrated experience of working with local organisations in transformative processes that strengthened their capacities, voice and influence and levels of funding.
• Familiarity with localisation policy instruments (e.g. Grand Bargain) and familiarity with current debates on localisation.
• In-depth understanding of the decision-making and international policy processes in the international humanitarian and development sectors and how these may be influenced.
• Experience in documenting and socialising learning and research in innovative and impactful ways
