The Somalia Program Support Services (SPSS) project at IBTCI has been tasked by USAID/Somalia to conduct a gender assessment that examines gender-based constraints and opportunities affecting two Development Objectives (DOs): to enhance Stabilization/Countering Violent Extremism in Somalia, and to Building Resilience in Somalia. This gender assessment will support the design of the Mission’s new Country Development Cooperation Strategy (CDCS), it will also help better integrate gender into the ongoing and future projects and activities design and implementation, as well as feed the Collaboration, Learning and Adaptation (CLA) activities in USAID/Somalia.
IBTCI is seeking a Local Somali Speaking Gender Consultants to:
1) Assemble and analyze evidence that will identify existing gender issues, inequalities, constraints and opportunities in Somalia relevant to USAID strategies, projects and activities.
2) Identify gaps in the literature that will inform future gender assessments at the project and activity level.
3) Develop recommendations on how USAID/Somalia can achieve better gender integration within its strategic, projects, activities and geographic focus. This consultancy is expected to begin in June 01, 2020 and will be about 4-5 months in duration. .
Responsibilities
Using your expertise and subject matter skills, contribute tasks on specific task orders and/or contracts. Tasks could include, but are not limited to:
Scope of Work:
• Provide technical expertise in the area of gender at all stages of the assessment
• Support the development of the assessment plan, including the assessment workplan and milestones for the various stages of the
• Work closely with USAID/Somalia to finalize the gender assessment questions and framework, assess and analyze the most relevant documents and data and develop the inception report.
• Provide input in the assessment design, including conducting a literature review, the development of data collection tools, and data analysis This will include interview guides, online questionnaires for stakeholders who have access to Internet, and remote discussions with key stakeholders using structured tools.
• Participate in discussions and key informant interviews with key donors, NGOs active in gender-related areas, and Federal Government of Somalia (FGS) and USAID officials.
• Participate in data collection using virtual or remote methods and face-to-face when possible, present and discuss the primary key findings and conclusions from the field work.
• Contribute in the data analysis and start writing the report immediately after the fieldwork and out-brief with USAID/Somalia
• Assist in drafting the Assessment report that will present the findings and recommendations under each assessment question, expected results and present an action plan and incorporate client feedback for final
• Contribute in organizing a dissemination workshop to share the key findings, conclusions and recommendation with USAID, IPs, and relevant Somali officials. The workshop may include a training for Mission staff and key implementing partners on gender mainstreaming in the Mission portfolio.

Preferred Knowledge, Skills and Abilities:
• Knowledge about USAID gender programming policy and analysis requirements.
• Cultural sensitivity and ability to work in a cross-cultural team.
• Demonstrated experience in the use of social science qualitative and/or quantitative research methods in the collection and analysis of data.
Qualifications
Minimum Requirements:
• At least five years of demonstrated, extensive experience in planning and conducting assessments using mixed-methods in Somalia
• Experience in Somalia with both quantitative and qualitative data collection
• Understanding of Somalia gender issues
• Knowledge of /experience with programming focused on Countering Violent Extremism and Building Resilience
• Knowledge of the local Somalia social, economic, and political contexts.
• Verbal and written proficiency in Somali language
• Master’s degree or equivalent work experience in Public Policy, Gender Studies, International Development, Political Science, International Relations, or related field.
