Objectives, duties, areas of responsibility
1. Objectives of the position
Under the supervision of the Country Director, the objective of the position is to manage and
implement the Global Resilience Program of Welthungerhilfe, a multi-country programme with
project activities in Uganda, Kenya and Ethiopia. The Kenya Programme Coordinator will ensure
implementation on the basis of specified directives in terms of content, schedule and budget,
holding high financial responsibility. The programme is carried out in accordance with
Welthungerhilfe standards and the directives/provisions of the co-financer.
In addition to this the Kenya Programme Coordinator will be in charge for continuous
development of the programme. He/She oversees the operative implementation of the program
and the appropriate use of funds. He/She is responsible for coordination, planning and
implementation, correctly and duly reporting to Welthungerhilfe's Country Office. The position
takes over a considerable task delegated from the Country Office.

2. Duties and area of responsibility
2.1. Duties with own area of responsibility
Development and Management of the regional or sectorial Program or group of projects
• Carries out the programme/projects according to the rules and standards of the co-financing
donors and Welthungerhilfe standards for the implementation of projects.
• Ensures that all program relevant support is in place (monitoring, logistics, finance
administration, etc.)
• Is responsible for modifying and continuing program planning and the program budget.
• Develops needs based & impact oriented regional or sector programme or group of projects
planning (in line Welthungerhilfe and regional strategy)
• Supports the Country Office in the decision on co-financing opportunities to be pursued
according to the principles of subsidiarity and the existing annual planning
• Identifies co-financing opportunities and ensures the timely development of successful
project/program proposals in line with the relevant donor regulations and strategies
• Establishes good working relationships with donors and other stakeholders in-country
/regional for emergency, rehabilitation and development programmes in coordination with
the Country Office
• Reports to the Country Director/ Head of Programmes on the progress of the programme and
all risks associated with the project work
• Prepares and implements a preparedness plan for disasters and potential crises on the basis
of country specific situation
• Indicates needs of support from Sector, Donor and Finance Coordination Unit necessary to
adhere to the relevant WHH and external standards.
• Ensures a close coordination with the Humanitarian Assistance Team in case of a crises
(protracted, slow onset or sudden)
Leadership
• Manages staff according to WHH leadership principles, staff policies and WHH strategy
• Recruits staff required for implementation
• Ensures implementation of WHH policies and their adaptation to local conditions
• Is responsible for the establishment and adherence to the projects’ security management
system (establishment of functioning security plans etc.) in accordance to the global security
policy / guidelines of Welthungerhilfe
Representation, Collaboration and Networking
• Represents WHH in-country vis-à-vis selected relevant national and international stakeholders
and partners in coordination with Country Office

• Expands WHH network with relevant stakeholders from civil society, government and
academia within the context of projects in responsibility
• Marketing, public relations and local image management while having direct management of
an Advocacy Manager.
• Accompanies visiting donors and WHH Head Office staff or journalists/or appoints adequate
representation
2.2 Duties without own area of responsibility
• Contributes to the country development and strategies, actively participates in strategic
discussions and keeps herself/ himself informed of the overall organizational topics
• Actively participates in the Country Management forum and development and strategic planning
• Fulfillment of any other tasks which are assigned by the management and correspond in general
with the character of this position
2.3 Specific Activities and duties of the position
As the overall coordinator of Welthungerhilfe’s (WHH) Strengthening the Resilience of Agro-
Pastoralists Livelihoods in Eastern Africa (SRAPLEA) programme in Ethiopia, Uganda and Kenya (based
in Kenya), the SRAPLEA Kenya Programme Coordinator will specifically;
• Oversee implementation in the 2 clusters in the Agro-Pastoralist zones in the 3 countries
mentioned above: Borana (North Kenya/South Ethiopia) and Karamoja (North East Uganda/
Turkana)
• Participate in high level policy dialogue, conflict mitigation, lobbying and advocacy concerning
Agro-pastoralists’ issues while being supported by an Advocacy Manager
• Support in the local implementing partners’ capacity development
• In liaison with the Cluster Coordinators oversee programme implementing partners issues in
the field.
• Oversee the management of a MEAL Officer assigned to the programme also based in Kenya.
• Provide technical oversight and training to field-based programme staff and implementing
partners in the area of sustainable resource management, income generation, community
dialogue and conflict mitigation, lobbying and advocacy
• Have a roving role to support implementing partners in Ethiopia, Uganda and Kenya whenever
need arises.
Annexed: List of some important tasks related to the position:
• Is responsible for correctly and duly completing end-of-month accounts
• Examines and signs end-of-month accounts
• Is responsible for project purchases according to the approved procurement budget
• When purchases are made locally, the Programme Coordinator is responsible for observing
internal or external procurement directives
• Is responsible for controlling inventories

• Responsible for the financial report (final report)
• Prepares and/or examines distribution reports
• Prepares status reports according to Welthungerhilfe standards or the rules of donors
• Is responsible for bringing the programme to an orderly conclusion
III. Job requirements
1. Knowledge/ Qualifications
1.1 Professional/ formal qualification
Master’s degree in Social Science, International Development or a related field from an accredited
academic institution
1.2 Job-related professional experience
5-10 years' professional experience working in the global South in humanitarian or development
programmes
1.3 Foreign language skills
Fluency in English and ability to communicate in an additional world language. German Language
would be an advantage.

Ability to cope in a tropical climate and frequently travel to remote settings
