Project Overview and Role:
Palladium is seeking a Director, Finance, Administration, and Grants (DFAG) for an anticipated USAID-funded private sector development initiative, which is anticipated to begin in 2023. The USAID/Kenya and East Africa Private Sector Development Initiative will be a 5-year program focused on accelerating agriculture-led growth in Kenya through partnerships with large agricultural sector firms (such as processors and off-takers) and expansion of smallholder farmer out-grower schemes. The anticipated activity will focus on creating jobs and generating large scale increases in sales/exports in the agriculture sector cost-effectively and, ideally, through a sustainable and locally-led vehicle. The activity would combine tools used in USAID’s traditional private sector development activities with tools used to mobilize finance and investment into one mechanism – supporting a range of agricultural firms to expand investments and operations via a blended finance approach. The KPSDI DFAG will provide a crucial link between the technical and support functions (finance, administration, HR, operations, security, compliance, etc) within the project to ensure that USAID, corporate, and project policies are followed in all aspects of program implementation. He/she has responsibility for oversight of the finance and operations teams and is a member of the project leadership team.
Primary Duties and Responsibilities:
Oversee program operations, including but not limited to human resources, logistics, procurement, sub-contracts or sub-awards, and accounting/finance.
Develop internal control measures, conduct internal financial audits, and coordinate external financial audits.
Prepare budgets for annual work plans and financial reports for USAID.
Lead and oversee all grants administration, from calls for expressions of interest through to implementation; Draft grants manual and related program documents
Develop and implement a grant tracking system to ensure the timely and correct execution of all grant agreements
Monitor completion of grants milestones and report issues encountered to the Chief of Party
Develop the financial management capacity of all relevant staff and sub-awardees.
Resolve external issues/problems related to grants administration in a timely manner
Review and approve draft grants agreement in compliance with applicable Palladium policies and procedures and USAID conditions
Ensure the accurate tracking and recording of project expenditures and financial reports
Guide and assist accountants and other program staff in preparing, revising, and monitoring budgets for ongoing activities
Manage the financial operations and financial reporting of the project, providing guidance and technical assistance to financial management personnel.
Duration: 5 years (anticipated start in February 2023)
Location: Nairobi, Kenya
Required Qualifications:
Experience working in business administration, finance, accounting, or a related field with international business management, accounting, and/or auditing experience.
At least seven (7) years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for USAID.
Knowledge of USAID policies, procedures, and reporting requirements
Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles.
Experience in managing staff and grants under contract for USAID-funded programs of a similar size
Progressively responsible experience supervising project operations, including human resources, procurement, and sub-contracts or sub-awards.
Prior experience in a management role on a USAID funded program highly desired
Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees
Knowledge of local labor and tax laws and reporting procedures
Written and spoken fluency in English is required.
