Head of Finance and Administration

KEY AREAS OF RESPONSIBILITY

The individual recruited for this position will be expected to carry out the following responsibilities:

Systems; Policies and Procedures

Ensure systems are in place and working effectively including:

  • Organizational budget planning
  • Compliance with both government and donor requirements
  • Policy updates to reflect changes in government and donor regulations

Finance Management

Lead the Finance team to deliver timely, high quality finance support across the organization, including ensuring:

  • Provision of timely and accurate financial information, analysis, and insight across the organization, including income, expenditure, balance sheet, cash flow and budget holder information
  • Provision of high quality, advice and support to budget managers and others
  • Proper recording of, and accounting for, income and expenditure in compliance with WIKs accounting policies, regulations and statutory requirements.
  • Review, development and provision of the financial management information, analysis, processes, and systems
  • Budget monitoring
  • Oversight on both internal and external audits
  • Maintenance of proper accounting systems
  • Cash flow management

General Administration

  • Management leadership
  • Logistics and procurement management
  • Staff development and supervision
  • Ensure that all staff understands and are empowered to perform their role
  • Ensure the finance team can service budget holders, senior management and donors with all reasonable requests in a timely manner
  • Recruitment, training, and professional development of the team as part of the wider staff development strategy.

Risk Management

  • Review the risk management policy
  • Update risk register – to ensure it reflects the organizations current risks

QUALIFICATIONS

  • A degree in finance; business administration or related field
  • Chartered accountant - holder of CPA/ACCA
  • Minimum of 5 years management experience in an NGO environment or audit firm; of which 3 are at a senior management level within a finance department.
  • Understanding of major donor compliance regulations will be an added advantage
  • Strategic mindset with the ability to lead, inspire and achieve results in a challenging context
  • Solutions focused with ability to identify weaknesses and drive continuous improvement.
  • Ability to prioritize, plan ahead, and manage a complex and diverse workload with tight deadlines.
  • Excellent understanding of financial systems, controls and procedures.

Safeguarding Monitor

DELIVERABLES:

The consultant will be expected to:

  • Review and assess compliance of WIKs existing policies, strategies and procedures against best practices in the area of safeguarding and protection.
  • Test the effectiveness of current policies, procedures and processes relating to protection and safeguarding
  • Undertake field audits in both Dadaab and Kakuma Refugee Camps
  • Engage and interview students, staff, suppliers and other key stakeholders on implementation of protection and safeguarding policies to gain more understanding on the current status
  • Undertake trainings to key staff on gaps identified and strengthening their capacity in areas related to protection and safeguarding
  • Develop a risk assessment matrix, and review key risk areas providing recommendations on how they can be addressed
  • Prepare a report on findings following the mission
  • Develop an assessment plan and a checklist for WIK to assess compliance to safeguarding
  • Debrief WIK Board on key findings
  • Conduct an annual meeting with WIKs safeguarding focal points and staff to assess implementation of policies, identify impact and lessons learned

SCOPE OF WORK

  • Duration: The consultant will be engaged for a total of 32 days within the year – this will be spread throughout the year, with an engagement of eight days each quarter
  • Location: Dadaab and Turkana Counties

QUALIFICATIONS

  • Degree in social sciences, gender, psychology, counselling or related area
  • Additional training in areas related to protection and safeguarding
  • Worked with protection, child protection and gender in both development and emergency settings in ASAL and post-conflict contexts
  • Experience working in a programme management capacity in development and emergency settings and have some field experience will be an added advantage
  • Experience in facilitating trainings of staff
  • Experience of policy review and process development for organizational safeguarding is highly desirable
  • A demonstrated ability to work effectively with diverse teams in a multi-cultural and dynamic setting mainly most-at-risk populations like refugees
  • Solutions focused with ability to identify weaknesses and drive continuous improvement.
  • Ability to prioritize and plan ahead

Psychosocial Cousellors

KEY AREAS OF RESPONSIBILITY

The individual recruited for this position will be expected to carry out the following duties:

  • Coordinate the guidance and counselling support services in schools by pooling the services of teachers, parents and the school administration
  • Support the transition of girls from one grade to the next by promoting student success, attendance and retention in school
  • Provide preventive services to the students in the schools
  • Respond to identified needs by implementing a comprehensive school counselling program
  • Document all cases addressed and refer them for further action where required

QUALIFICATIONS

  • A degree in psychology or counselling
  • Registered with the Kenya Counselling & Psychology Association
  • 3 years’ experience with a demonstrated role in guidance and counselling
  • Proven knowledge of counselling
  • Ability to work well in unstable and frequently changing security environments
  • Willingness to work and live in often remote areas under basic conditions
