Security Operations Officer (SMLP-2) – HRO-352

The Security Operations Officer’s responsibility is to monitor the security situation in Somalia, conduct risk assessments, oversee field visits, assist in tracking team movements, participate in enforcing security and safety procedures, and provide sound and timely advice to SMLP-2 project staff and management on safety and security matters. The Security Operations Officer is committed to implementing and maintaining the highest standards of security and contingency planning in order to ensure the safety of all SMLP-2 project staff. Reporting to the Senior Finance and Operations. Manager (SFOM), the SOO will supervise the Operations Assistant, Administrative Assistant and Security Coordinators.

Terms of Reference

Security

  • Act as the designated Security Focal Point for the SMLP-2 project, responsible for all aspects of in-country security management.
  • Support the implementation of Integrity’s safety and security policies and procedures on the SMLP-2 project.
  • Liaise with the Security Coordinators and other relevant SMLP-2 team members to ensure; due diligence and desktop security risk assessments (SRAs) for fieldwork in Somalia are made, suitable mitigations are applied, and risks are properly logged, tracked and updated.
  • Regular engagement with Integrity’s Mogadishu based private security provider. Oversee the logistics of all in-country trips to Somalia.
  • Coordinate safety and security related trainings for relevant project personnel.
  • Conduct the initial review of fieldwork plans, oversee field visits and monitor field team movements.
  • Incident management and reporting of security incidents impacting the project to the COP. Provide pre-departure briefings for all visitors to Kenya, as well as a security briefing on arrival. Lead office orientations for new project personnel and visitors.
  • Monitor the operating contexts of Kenya and Somalia on an ongoing basis, flagging key security-related developments to the COP and relevant team members.
  • Produce and regularly update fit-for-purpose contingency plans (such as hibernation, relocation, and evacuation plans), as well as other Security-related SOPs.

Procurement and Logistics

  • Support preparation, planning and implementation of logistics activities to ensure they are compliant with USAID rules and regulations (AIDAR & FAR).
  • Support preparation of purchase request forms (PRFs) and Purchase Orders (POs).
  • Track all project assets/equipment that is issued to short-term staff and long-term staff and maintain an up-to-date asset register.
  • Any other project-related duties as required and requested by the Senior Finance and Operations Manager (SFOP).

Your Education and Experience

The Security Operations Officer must have:

  • At least 3-5 years of experience in security and administrative or operational support functions with an international organization.
  • Excellent ability to communicate, work in a team, and collaborate with individuals with diverse technical backgrounds and with external stakeholders including government entities and international agencies.
  • Previous experience managing international and local staff.
  • Experience as a risk analyst and/or acting as a Security Focal Point for an international organization.
  • Experience with implementing donor-funded programs in Somalia or fragile and conflict affected settings. Familiarity with USAID policies and procedures is an asset.
  • Familiarity with the operations of BHA programs and knowledge of IP activities in Somalia is highly desirable.

Admin Assistant (SMLP-2)

The Administrative Assistant will be responsible for the following:

Human Resources

  • Support Security Operations Officer in recruitment processes, including posting vacancy notices online in compliance with Ministry of Labour and Social Protection and Home Office requirements; filtering CVs; arranging interviews with potential candidates; and maintaining all relevant documentation.
  • Maintain HR related files including updating the database systems and ensuring CCN personnel files are up to date.
  • Update employee leave tracker and, with the Security Operations Officer, support employee annual leave planning, always maintaining adequate staff coverage in the Nairobi and Somalia offices.
  • Support Security Operations Officer in collecting and processing staff timesheets to ensure all required documentation is available for monthly payroll processing.
  • Support in the processing of visas, work permits, and other legal documentation for international staff and consultants, as needed.
  • Assist with staff separation and offboarding.
  • Support and guide staff on performance management.

Administration

  • Support the Security Operations Officer in managing contractual and human resource related issues with consultants and short-term staff.
  • Support administrative activities by organizing and archiving information.
  • Oversee general office administration, including ensuring availability of office supplies, preparing purchase requests when levels are low, raising maintenance requests for forwarding to the office landlord, and ensuring overall maintenance of the office space.
  • Other project-related duties as required and requested by the Security Operations Officer and/or Sr. Finance & Operations Manager.

Your Education and Experience

  • Experience in supporting administrative activities for international organizations.
  • Proficiency with Microsoft Office, particularly Excel and Word.
  • Experience in conducting office administration in Nairobi.
  • Previous work experience in Somalia preferred.
  • Understanding of the local socio economic and cultural context in Kenya and Somalia preferred.
  • Experience of working with international staff, including speakers of other languages.

Competencies

The candidate will be able to:

  • Work effectively and efficiently as part of a dispersed team in Somalia, Nairobi, and Integrity’s Home Office.
  • Communicate effectively with relevant Integrity counterparts both verbally and in written form.
  • Maintain organized records and track and report progress on tasks regularly; strong administration skills and a capacity for multitasking.
  • Utilize technology platforms and computer applications for communication, documentation, and collaboration.
  • Represent Integrity in a manner in line with our company ethics and values.

Languages

  • Excellent written and oral fluency in English required, fluency in Somali preferred.

Monitoring Analyst (SMLP-2)

Reporting to the Senior Analyst, the Monitoring Analyst will serve as a key member of the monitoring team, assisting with the analysis and reporting of third-party monitoring (TPM) activities for the USAID/Bureau for Humanitarian Assistance (BHA) funded projects in Somalia. Working closely with the Monitoring Advisor and the Senior Analyst, s/he will help clean code, analyze TPM data and contribute to the drafting of assigned sections of monitoring reports and other deliverables.

Planning and Design

  • Support the development and refinement of data collection tools, data processing systems, coding protocols and analysis plans.
  • Participate in monitoring and analysis skills and systems training.

Data Analysis and Reporting

  • Work with the Senior Monitoring Analyst and other relevant SMLP-2 team members to transfer raw monitoring data onto the analysis system for cleaning and quality assurance checks.
  • Support coding qualitative and quantitative third-party monitoring data.
  • Review and conduct quality assurance checks of third-party monitoring data.
  • In tandem with the Monitoring Advisor, engage Implementing Partners (IP) where clarification and/or further contextualization of data is required.
  • Draft and finalize assigned sections of reports and other deliverables providing clarifications or edits in line with internal quality assurance recommendations.
  • Prepare and contribute to data analysis workshops, as needed, in coordination with the Senior Analyst.
  • Participate in the presentation of project activities and findings to stakeholders, as needed.

Your Education and Experience

The Monitoring Analyst must have:

  • At least two years of experience in either research or monitoring, evaluation, and learning.
  • At least three years of experience in monitoring, evaluation, or learning in the humanitarian or development sectors of Somalia.
  • Practical knowledge of quantitative and qualitative research and/or monitoring methodologies.
  • Exceptional organizational skills, attention to detail and follow through.
  • Demonstrated experience using NVivo preferred. Experience using similar qualitative analysis software could be considered.
  • Demonstrated experience drafting high-quality reports preferred.
  • Experience with monitoring donor-funded programs, preferably with familiarity of USAID.
  • Familiarity with the operations of BHA programs and knowledge of IP activities in Somalia is highly desirable.

  • Ability to effectively and efficiently handle multiple tasks simultaneously with precision and adapt to changes in responsibilities and workloads.

  • High professional standards for evaluation data and reporting.
  • Accustomed to teamwork and able to sustain positive and frequent communications for a remotely managed monitoring team in a challenging, high-risk environment.

  • Works well in a diverse team.

Languages

  • Written and oral fluency in English, with the ability to write clear and compelling narrative.
