Work Location - Nairobi, with travel within Kenya
Expected duration - 110 Working Days between October 2021 and March 2022
Duties and Responsibilities
1.Background of the assignment
As the global guardian of the United Nations standards and norms in crime prevention and criminal justice, UNODC is mandated to support Member States in upholding the rule of law, promoting crime prevention and effective, fair, humane and accountable criminal justice systems. Within the framework of the UNODC Regional Programme for Eastern Africa (2016-2021), and in close cooperation with the Regional Section for Africa and the Middle East at UNODC headquarters, the Crime Prevention and Criminal Justice Programme of ROEA seeks to implement these objectives through support to major justice reforms processes undertaken by East African States.
In line with this mandate the UNODC project ‘Strengthening the Administration of Justice and operationalising alternatives to imprisonment in Kenya’ aims to support the Government of the Republic of Kenya to strengthen efficiency in delivery of judicial services, enhance coordination within the criminal justice sector and widen the use and application of alternatives to imprisonment. The project is designed to implement a part of the Programme for Legal Aid and Empowerment in Kenya (PLEAD). The Programme is funded by the European Union and targets the counties with the five largest urban centres of the country (Kisumu, Mombasa, Nairobi, Nakuru and Uasin Gishu) and seven counties of the most marginalised area within the country (Garissa, Isiolo, Lamu, Mandera, Marsabit, Tana River and Wajir).
PLEAD has supported the Judiciary in the development of the Alternative Justice System Policy which was launched in August 2020. After the launch the National Steering Committee on the Implementation of the AJS policy (Na-SCI-AJS) was formed which had the main mandate is to ensure implementation of the AJS Policy2020 in Kenya.
2.Purpose of the assignment
The overall objective of this IC is to provide technical support to the development, launch and dissemination of the AJS Policy.
3.Specific tasks to be performed by the Individual Contractor
The Individual Contractor will work under the overall supervision of the UNODC Regional Representative for Eastern Africa and the direct supervision of the UNODC ROEA Head of Criminal Justice Programme, the Programme Officer and in close technical cooperation with the Associate Programme Officers under the Criminal Justice Programme in ROEA and within the framework of the UNODC Regional Programme for Eastern Africa (2016-2021).
The contractor will also work closely with the beneficiary committee (AJS NaSCI), in performing the following duties and responsibilities:
The Individual Contractor shall perform the following tasks:
1. Assist in the drafting of AJS mechanisms guidelines, training manuals, and necessary gazette notices
2. Support the documentation and synthesis of AJS jurisprudence and judicial practices.
3. Support the documentation and drafting of proposed strategies for accelerating AJS Pilot initiatives in PLEAD focal counties.
4. Assist in the collection and collation of cases and stories of AJS from various stations.
5. Support the baseline study of AJS activities in the various court stations in the country.
6. Assist in the follow-up and implementation of AJS demonstration activities proposed by NaSCI-AJS.
7. Support the coordination and effective liaison between NaSCI-AJS, UNODC and various stakeholders.
8. Assist in the continuous monitoring and evaluation of the implementation process
9. Support the preparation of activity and periodic reports
10. Establish and maintain a database of AJS success stories
Qualifications/Special skills
Academic Qualifications: A High School diploma is required. A Bachelor‘s degree in law is desirable.
Experience:
• At least five years of experience working in the criminal justice sector in Kenya is required.
• Work experience in project management is desirable.
• Experience working within Eastern Africa region is desirable.
Language: English and French are the working languages of the United Nations Secretariat. For this position fluency in English, i.e. oral and written proficiency is required. Knowledge of another UN official language is an advantage.
