Job Overview
• The Humanitarian Coordinator is accountable for implementing Inclusive Humanitarian Action components of CBM Global Country Office in line with the CBM Global Programme Strategy, The CBM Global Humanitarian Strategy and in close collaboration and coordination with relevant Thematic teams and Member Associations and partners. S/he will be responsible for overall coordination of the CBM Global Country Office (CO) emergency preparedness and response portfolio, focusing on the Kenya drought response oversight and strategic steer, key humanitarian preparedness activities at country level and definition and support to design, implementation, monitoring and evaluation of natural and man-made hazard triggered response (elsewhere in Kenya).
• Aligned with CBM Global’s Federation Strategy, the Kenya Country Strategy and Partnership Principles, the position holder will ensure a holistic and consistent approach to crisis response by taking a proactive role in the delivery of CBM Global’s Disability Inclusive Humanitarian Action Initiative Strategy at the country level by engaging and leading in all phases of humanitarian crisis linking preparedness, response, recovery and development.
• As a member of the Programme team, success requires close collaboration to develop, win support for and ensure a holistic and consistent approach to crisis response that takes a proactive role in the delivery of effective delivery of humanitarian projects, across all three vehicles of change detailed in the organisation’s programmatic strategy. S/he will support partners towards high standards, in line with our Programme Quality Framework and the development and maintenance of effective and authentic partnerships in line with our Approach to Partnership. S/he will promote strong capacity in project design, proposal development, effective project implementation, monitoring, evaluation and learning within CBM Global humanitarian projects and partners. The role will support effective collaboration among the Country Office staff, partners, in-country stakeholders, Thematic Teams and Member Associations in inclusive humanitarian action. Key areas will be around Preparedness, Response, Recovery and resilience.
• The role is based in: Nairobi (50%), Meru/Theraka Nithi/Turkana/other locations (50%), Kenya. This is a National Position.

The salary range is: The salary offered will be competitive, dependent on skills and experience. We offer a local contract.

Responsibilities
Emergency Programme Oversight
• Provides strategic oversight and support to the partner in implementation of a coherent, inclusive and quality inclusive humanitarian response to in the drought response in Kenya, focusing on inclusive basic needs, access to rehabilitation and other services, and disability mainstreaming.
• Ensures robust inclusive Monitoring, Evaluation, Accountability and Learning (MEAL) frameworks are built in CBM Global’s humanitarian programming.
• Supports the development of continuous humanitarian activities as per evolution in the context and needs of the affected populations in emergencies in Kenya.
• In the event of a new emergency (e.g. triggered by natural hazards), takes immediate action for collecting reliable information to verify the nature and extend of the emergency from local partners, government and other humanitarian actors, leads on determining priorities and an appropriate intervention by CBM Global and its partners in line with the Country Humanitarian Preparedness Plan and provides a swift recommendation on the intended response.
• Identifies in-country funding opportunities, including external representation and donor liaison, leads the development of funding proposals and effective set-up of inclusive emergency response and recovery programme strategies and subsequent projects as per the identified needs and in alignment with CBM Global’s Programme Quality Framework.
• Develops partnerships and provides overall oversight, monitoring and quality assurance of the inclusive emergency programme implementation, including timely disbursement of programme funds and maintaining up-to-date records of the same.
• Represents CBM Global in relevant humanitarian coordination meetings, and ensures persons with disabilities are adequately consulted, informed and involved in humanitarian response by establishing and strengthening networks and alliances around disability inclusion in the crisis affected areas in collaboration with local partners and the disability movement.
• Provides strategic oversight and capacity building support to the project/partner staff under his or her supervision.
• Ensures timely and quality programmatic reporting on CBM Global’s humanitarian interventions in the country.
• Identifies and addresses proactively potential challenges and/or risks by working closely with the partners and all relevant stakeholders.

Emergency Preparedness
• Support the country situation analysis, including overview of the humanitarian architecture, disaster scenarios/context analysis and stakeholder mapping, and proactively engages in Country Strategic planning process and mid-term reviews.
• Ensures that adequate emergency preparedness measures are taken through the development, updating and implementation of the Country Humanitarian Preparedness Plan.
• Contributes to identifing implementing partners for inclusive humanitarian assistance delivery nationwide and ensures that the CO has pre-positioned partners in high-risk geographic areas with a clearly defined humanitarian package.
• Support the mapping of different organizations, networks and alliances that CBM Global wants to look at influencing and providing technical assistance on disability inclusion (I/NGOs, the UN, donor agencies and the government).
• Identifies likeminded organisations, including organisations of persons with disabilities and experts from disability movement, for collaboration for joint influencing and providing technical assistance to mainstream humanitarian actors on disability inclusive humanitarian action.
• As part of the preparedness work, contribute to defining the where (within the country), when (L1, 2, 3 crisis), how, with whom and niche area/value addition for inclusive humanitarian response.
• Supports readiness of partners to respond based on the sectors they work in, and in line in the niche areas of CBM operation in line with the CBM Global Disability Inclusive Humanitarian Action Strategy, common agreed approaches, programme standards, tools and processes.
• Provides direction and guidance to the Country team in the implementation of humanitarian preparedness measures, including refining systems, processes and procedures for a timely and effective emergency response.

Capacity Development and Knowledge Management
• Identifies the capacity development needs of the country team and partners including organisations of persons with disabilities in disability inclusive humanitarian action and facilitates the required training and capacity building to address the identified gaps.
• Conducts partner assessments and establishes a monitoring mechanism to measure the impact of the Country Team and partner capacity building initiatives.
• Inducts partners on relevant humanitarian standards and tools (e.g. Core Humanitarian Standard on Quality and Accountability (CHS), Humanitarian Inclusion Standards for Older People and People with Disabilities (HIS), IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, etc.) through regular trainings and refresher exercises provided either by CBM Global or jointly with other humanitarian organisations
• Contributes towards collective learning within CBM Global through structured documentation of approaches, good practices and lessons learned on disability inclusion in humanitarian action within country, and dissemination of these learnings as part of the humanitarian community of practice.

Coordination on Disability Inclusion in Humanitarian Assistance
• Participates in relevant humanitarian coordination fora to promote inclusion of persons with disabilities in humanitarian assistance.
• Builds functional relationships, establishes and strengthens networks and alliances towards inclusive humanitarian practice in collaboration with the disability movement and likeminded organisations.

• Authentic and effective inclusive humanitarian action partnerships, developed and maintained in line with CBM Global’s approach to partnerships.
• Humanitarian responses implemented in timely manner following CBM Global three-way collaboration and in line with global standards on inclusive humanitarian action.
• Relationships with key humanitarian stakeholders (UN agencies, mainstream organizations, in country donors, etc.) developed for the purpose of influencing humanitarian action to be more inclusive and for accessing in country funding opportunities.
• A high performing implementation team of partners and stakeholders with a culture that reflects CBM Global’s values and programme quality.
• Partners’ understanding and uptake of CBM Global procedures and standards relating to Inclusive humanitarian project identification, design, implementation, monitoring, reporting, evaluation, and learning.
• CBM Global and its work with inclusive humanitarian partners and stakeholders is recognised as a driving force for promoting the inclusion of people with disabilities in their humanitarian responses.

Education, Knowledge and Professional Experience
Essential Requirements

• University degree in humanitarian/development studies, social sciences, disaster risk management or related field.
• Minimum of ten (10) years of proven professional experience in emergency preparedness, response and humanitarian programme management and oversight including in complex humanitarian settings (conflicts, natural disasters, refugee/internal displacement contexts, etc).
• At least five (5) years of experience in partnership management, capacity building and delivering humanitarian assistance through national partners.
• Proven experience of working with variety of stakeholders including UN, INGOs, government and donor agencies, and inter-agency humanitarian coordination.
• Strong project proposal development skills for institutional donors.
• Experience in strategic planning and management of large and complex humanitarian programmes and budgets.
• Demonstrated experience in strategic oversight, coaching and capacity building of program staff, and managing diverse teams.
• Demonstrated knowledge and experience of practical application of the Sphere standards and their foundational documents (the Humanitarian Charter, the
• Protection Principles, and the Core Humanitarian Standard).
• Knowledge of the local humanitarian context and related emerging trends, including policy developments and national, regional and global levels.
• Experience in mainstreaming gender, age and disability in humanitarian programme cycle.

Desirable
• Understanding of disability inclusion and related legal frameworks and standards, especially with regards to disability inclusive humanitarian action.
• Technical expertise and experience in health, basic needs assistance, protection and humanitarian advocacy.
• Experience in disaster risk management.
• Familiarity and practical experience with humanitarian MEAL frameworks.
