Migori County Public Service Board wishes to recruit a competent and qualified person to fill the following vacant position as per the Constitution of Kenya 2010 under Article 176 and the County Government Act No. 17 of 2012 Section 59[1][b]

1- HUMAN RESOURCE DIRECTOR -ONE [I] POST —REF:MCPSB/194/2018
Terms of Service: Permanent and Pensionable/contract

Job Purpose:
Coordinate and manage the human resource-related functions For the County Government, including, compensation administration, Personnel records, employee contract administration, Equal Employment Opportunity and compliance by the County Government of personnel policies And national/county laws and requirements

Duties and Responsibilities

  • Implement programs. Policies, procedures and controls regarding Employment;
  • Analyze manpower. Turnover and other personnel statistics by working closely with County Public Service Board and, adapting processes and workflow to recruitment needs for each individual opening;
  • Prepare process and direct the input and initialization of employment contracts for full and part—time staff;
  • Approve all part—time contracts issued to employees, monitor Employment contacts for equal and fair application of salaries and Benefits;
  • Administer classification and compensation system;
  • Gather and interpret salary data;
  • Investigate and analyze job content and determine classification and salary levels;
  • Prepare and update job descriptions;
  • Investigate, recommend, and prepare policies effecting personnel through consultation with CPSB on interpretation and administration of personnel policies;
  • Advise Chief Officers and others on resolving personnel matters and interpretation of personnel policies and records;
  • Prepare and submit, or oversee the preparation of various personnel reports as scheduled or requested;
  • Conduct research into personnel programs and activities as requested;
  • Monitor use of leave time in compliance with contracts, policies, and Kenyan laws.
  • Resolve issues with employees regarding appropriate use of leave time;
  • Conduct research into personnel programs and activities, and recommend changes or innovations where desirable;
  • Oversee and assist in administering employee benefits.

[b]Requirements and appointments

  • Be a Kenyan citizen
  • Be a holder of at least a Bachelor's degree in Human Resource Management, Sociology/Psychology or Public/Business from a university recognized in Kenya;
  • Post Graduate qualifications especially in Human Resource Management or MBA will be an added advantage;
  • Have at least five years of professional experience; or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the above duties;
  • Excellent knowledge of human resource field, and Kenyan Labour Laws with broad knowledge of human capital policies, practices and Regulations regarding employment wage and hour, leaves, etc;
  • Be a member of Human Resource practitioners ‘professional body such as IHRMI
  • Air Knowledge of compensation and job evaluation methods, Recruitment strategies and techniques, statistics, performance Evaluation methods, and employee counseling and conflict resolution Methods;
  • Able to communicate effectively verbally and in writing;
  • Satisfy the requirement of Chapter six of the constitution of Kenya 2010.
