The East African Centre for Human Rights (also known as EACHRights), is a non-partisan, regional Non-Governmental Organisation that seeks to promote, protect and enhance human rights in East Africa with an emphasis on Economic, Social and cultural rights among the vulnerable and marginalised groups. The organization currently specializes in promoting the realization of the right to health and education for children. EACHRights is seeking an experienced and dynamic consultant to conduct a human resource audit in order to inform the development of the organisation’s human resource (HR) agenda. This is also to ensure that governance and controls to key human resource management risks have been established and are working effectively to meet the needs of the organization. .

  Job Responsibilities:
• Conduct an HR systems audit and draft a comprehensive audit report which will include but not be limited to:
• Performing a participatory review of existing HRM rules, procedures and practices pertaining to the selection/recruitment, management and growth, promotion, transfer of staff and their performance evaluation.
• Highlighting alignment and discrepancies with international best practice including an assessment of diversity, safe work environment, professional indemnity, welfare, equal access to training and career advancement, staff motivation and incentives, and social protection (pension scheme).
• Reviewing job descriptions, salary and promotion scales against similar jobs in the sector.
• Recommending priority actions to be taken to address developmental needs and areas for improvement. This should also cover the regulatory and procedural modernization of systems and tools.
• Recommend any other steps for overcoming challenges in human resource management.
• Training and needs assessment
• Carry out a skills assessment including performing a gap analysis by functional area, showing the current level of skills and knowledge, and proposed level required that are relevant to the sector and region.
• Drafting a report that will provide an overview of the scarce and critical skills or needs that will enable the organisation to deliver on its strategic objectives and goals

Job Qualifications:
• Demonstrable ability to conduct a HR audit that at a minimum covers legal compliance, performance measures, people management, communications and employee retention.
• At least ten years’ experience in human resources, including the development of human resources strategies for international NGOs
• Advanced University degree in HR Management, organisational development, Psychology or related field.
• Excellent organisational and time management skills
• Excellent communication skills including in presentations, report writing and research.
• Excellent spoken and written English
• Desirable: Experience of human resources management in the international human rights sector.
• Good judgement pays attention to nuance and detail, takes initiative, high sense of responsibility, tact and discretion, with sensitivity to different cultures.
