Description
This exciting position will lead CIFF’s demand-side work for the SRHR sector team, supporting users, providers and policy makers so that individuals are in control of their sexual & reproductive health.
The role has a major focus on scaling innovations in SRHR services – notably self-managed SRH, where priorities are self-managed contraception (notably self-injection); HIV self-testing and prevention; self-managed safe abortion care.
This role will manage substantial existing investments that are operating in multiple countries in East and West Africa; develop a strategic framework and pipeline of investments, partnering with other funders for further scale; and complement product development, health systems strengthening and policy work that are led by others in the sector team.
We are seeking an individual with deep skills and experience in consumer marketing and engagement in Africa; an ability to effectively partner with public and private sector; experience with digital and telehealth pathways and a passion to grow the market for SRHR.
The Exciting Opportunity
Background
CIFF’s SRHR Sector has a growing investment portfolio with a five-year goal to: Accelerate a demographic transition through choices that prevent unplanned pregnancy and increase comprehensive SRH Rights.
The current objectives of the portfolio are to:
1. Change facts-on-the-ground: Through a self-care revolution that equips millions with the tools and choices to take control of their SRH
2. Youth centred design & delivery: Demonstrate, deliver and inspire others to adopt a next generation of youth-focused SRH programmes, leveraging the digital transformation in health
3. Provide philanthropic leadership on demographic transition
4. Build sector resilience by confronting opposition tactics and defending SRHR spending
5. Leverage: Increase the proportionality and diversity of co-funding
The Sector is staffed with a multi-disciplinary team supported by cross-cutting teams: Evidence, Measurement & Evaluation (EME) and CIFF’s Finance and Legal teams.
Role purpose
• Support effective management of existing investments to engage and empower youth in making informed choices and increase demand for SRH products, services and behaviours.
• Provide technical support and leadership to the broader SRHR team in the area of product marketing and introduction, demand generation, consumer insights, digital and telehealth, go-to-market strategies and other areas within the purview of Market Growth
• Programme manage (in whole or in part), existing and future investments that are focused on building markets for new products, categories or behaviours.
• Provide support in building a pipeline of new investment opportunities, with an emphasis on empowered consumers, user-controlled choice and leveraging technological innovations to deepen engagement and facilitate access and uptake
• Provide administrative and knowledge management support to the team, including ensuring compliance with contracts, keeping grant management systems up-to-date, and supporting the team in developing presentations, reports and other content for internal and external communication.
Management dimensions
• The role will support a portfolio that contributes to a number of SRHR strategies including SRH Choices, SRH Self-care and SRH Safe Abortion. As such he/she will provide programme management support for investments under the accountability of their respective Directors. The role will however ultimately report to the Director, SRHR – Health Systems & Safe Abortion.
Principal responsibilities
Lead sector strategies in unlocking consumer demand for user-controlled products, services and access to information:
• Set the strategic direction for, and define new CIFF investments that support user engagement, access to information, support, products and services that are aligned with and contribute to the sector’s self-care and demedicalisation ambitions
• Identify points of integration for new and existing user-controlled products across the portfolio and consolidate them to respond better to consumer needs.
• Drive the thinking and ambition for consumer facing investments that enable consumers to access products, services and information “on-demand”, including supportive behavior change
• Institutionalise new KPIs and dashboards to benchmark Market Growth performance across the portfolio.
Strategy and planning
• Support in collating or conducting analysis and research on projects, innovations, emerging and best practices, as inputs into strategic priorities and planning.
• Support the team in the organisation, coordination, documentation and professional presentation of outputs from the strategy and planning process.
Programme development, delivery & performance
• Manage a portfolio of existing programmes and an active pipeline of potential investments
• Consistently fulfill CIFF’s grant management processes as well as planning and reporting requirements
• Support the development of new proposals, including scoping research, preparing board briefings or investment memos, reviewing grantee budgets and coordinating internal and external stakeholders to deliver on time
• Manage risk by upholding and applying relevant due diligence and risk management practices across the portfolio and at every stage, to ensure the interests and reputation of the Foundation are protected.
• Work with the Evidence, Measurement & Evaluation team, to identify and embed appropriate monitoring and evaluation processes to all proposals and programmes, to contract evaluations and to analyse programme data on a regular basis.
• In collaboration with partners, conduct regular reviews of the progress and performance of programmes under delivery to identify problems and delays, and implement effective solutions.
• Lead the end-to-end administration of the grants management process (from concept formation through to final payment), including liaising with Legal and Finance on contract drafting and payment forecasting.
• Take on progressively greater responsibility in leading the end-to-end development of new investment proposals.
Sector knowledge, partner management and profile-building
• Continually build and share knowledge and expertise in key Market Growth domains, keeping abreast of and contributing to development of the field.
• Develop mutually beneficial, peer-level relationships with partners (governments, co-funders, implementers)
• Actively maintain CIFF’s reputation as a valued partner for achieving transformational and sustainable change in the sexual and reproductive health sector.
Requirements
• 5-10 years of professional experience in one of more of the following: social marketing, commercial marketing, SBCC, telehealth
• Experience leading teams
• Candidates will bring deep knowledge and understanding of the social dynamics in sub-Saharan Africa, having studied, lived or worked in the region.
• Ability to write and present articulately, and to distil complex information and data into compelling non-technical arguments.
• Strong project management skills (due diligence, planning and execution), and experience relevant for investment design, including presentation of complex information to a variety of audiences.
• A track record in shaping, negotiating and delivering effective partnerships.
• Working knowledge of impact measurement and tools to monitor and evaluate performance.
• Business development experience (e.g. proposal development for institutional funders).
• A Masters-level degree in a relevant specialism would be an advantage.
