JOB DETAILS:
Head of Programmes

Job Purpose
To provide leadership in the execution of critical institutional functions under the Organisation’s Strategic Plan including leadership in program design, implementation, monitoring and evaluation, grant management, stakeholder liaison and human capital management.

Main Responsibilities Of The Jobs
Managerial / Supervisory/ Operational Responsibilities or roles:
1) Provide leadership in the development of innovative, creative and responsive programme strategies in line with the strategic plan;
2) Provide leadership in the development and implementation of annual work plans in line with the strategic plan;
3) Provide leadership in the development of the overall institutional monitoring, evaluation and learning system and its implementation;
4) Ensure the requisite monitoring, evaluation and learning tools and processes are developed and adhered to; annual work plans; programme strategies; activity reports; quarterly reports, grant reports, mid-year and end-of-year reviews;
5) Ensure the implementation of the work plan is on schedule through regular reviews and adherence to implementation schedules; monthly programme meetings; departmental strategy sessions;
6) Leadership on accountability for results in line with the institutional results framework and grant contracts;
7) Ensuring execution of action points and planning for, convening and chairing monthly program meetings.
8) Ensure that all program interventions are implemented in a timely manner as per quarterly work plans.
9) Review and approve all concept notes, requisitions and expenditure plans to ensure they are in line with institutional requirements as per the concept notes checklist; the approved budgets/budget lines, donor contracts, link with institutional objectives, result area, the purpose of the activity, expected output before recommending for approval by the Executive Director. Overall leadership for donor and institutional annual reporting;
10) Leadership in the coordination of all programme interventions to ensure teamwork; synergy, coherence and complementarity in achieving institutional goals and results.
11) Identify advocacy opportunities ad ensure the respective program officers utilise them on a timely basis;
12) Ensure IMLU interventions retain high visibility including social media currency;
13) Strategic engagement of stakeholders (donors, board, etc.) in programmatic interventions and events;
14) Nurturing strong and strategic partnerships and collaboration.
15) Leading the planning and carrying out the end-of-year institutional review and planning retreat, including developing TORs for and engaging a consultant to lead in reviewing the MEAL Plan and enhancing adherence to the MEAL Plan in the work plans.
16) Supporting all staff to successfully implement movement-building components as per work plan priorities.
17) Ensure the implementation of the work plan is on schedule through regular reviews with Program leads and adherence to implementation schedules
Financial Management:
18) Leadership in developing multi-annual institutional plans in line with the strategic plan, to inform multi-annual institutional budgets;
19) Overall leadership in ensuring that all programmes’ interventions adhere to institutional budgets, grant contracts and expenditure plans; e.g. Liaise with FAM at the end of every month to confirm budget uptake levels, communicate this promptly to program staff and ensure corrective action where necessary;
20) Budget tracking – familiarise with the institutional budget, the expenditure report, donor contracts and report of program meetings and ensure that the expenditure is aligned with all these documents. Ensure that all programme staff are familiar with institutional budgets, and grant contracts’ requirements and adhere to them in implementation and reporting;
21) Ensure that all programmes’ staff understand the finance and procurement policies and procedures and adhere to them;
22) Ensuring that all programme records and files relating to financial accountability are up-to-date, accurate and accessible.
23) Liaise with FAM at the end of every month to confirm budget uptake levels, communicate this promptly to program staff and ensure corrective action where necessary.
24) Identify advocacy opportunities and ensure the respective program officers utilise them on a timely basis.
25) Ensure IMLU interventions retain high visibility including social media currency.
26) Overall responsible for the development and submission of proposals to potential donors;
27) Overall responsible for grant reporting, in line with set standards and requirements and schedules;
28) Review all donor reports to ensure that they are of high quality, relevant, results-focused and meeting grant contract conditions.
29) Ensure submission of quality grant reports as per reporting schedules.
30) Mitigating and managing potential risks to institutional resources
31) Establishing and maintaining healthy donor relationships;
32) Prepare and present program briefs at Management meetings, advising the SMT on program-related matters at its meetings.
33) Prepare and present a program briefing for the Board meetings.
34) Acting on behalf of the ED as and when delegated;
35) Overall responsible for performance management of the programmes team; (Induction of new Programme leads, Line management of the Programme leads)
36) Creating and maintaining focus, motivation, enthusiasm and teamwork
37) Lead in identifying skills and competency gaps and appropriate capacity-building interventions to enhance individual and programmes’ team performance;
38) Lead in addressing conflicts and other challenges affecting team cohesiveness and effectively address them.
39) Coaching and mentorship of direct reports
40) Participate and present strategic program briefs and related advice at Senior Management meetings;
41) Prepare and present briefings and advisories to the ED;
42) Prepare and present a program briefing for the Board meetings.
43) Any other duty assigned by the Executive Director from time to time.

Knowledge, Skills And Experience
A minimum level of academic qualification, skills and knowledge required to perform effectively in the role:
Masters’ degree in a relevant field with a post-graduate diploma in Programmes Management or monitoring and evaluation
A minimum level of professional qualification required to perform effectively in the role:
Diploma in monitoring and evaluation or programmes management
A minimum level of personal and professional experience is required to perform effectively in the role:
● Strategic leadership experience
● Programmes coordination
● Demonstrable experience in fundraising/resource mobilisation and solid donor network
● Experience in project design and M and E
● Experience in grant management
● Good communication skills
● Demonstrable experience in human resource management( performance management; mentoring and coaching skills)

Minimum months or years of experience required to have to be appointed to the position :
Minimum: 4 years of demonstrable experience in mid-level programmes management
Desirable: 6 years experience in senior management related to programmes coordination
