JOB DETAILS:
The organization’s East Africa Branch (EAB) office is located in Nairobi, Kenya with other offices across the East Africa Region. The primary goal of SoH EAB is to address humanitarian and developmental challenges within East Africa (Uganda, Kenya, Ethiopia and South Sudan) while increasing capacity of local structures
Based in Nairobi and reporting to the East Africa Representative (EAR), the HRO will deliver high quality humanitarian programming in line with SoH’s Regional Programme Strategy (RPR), through positive leadership, management and support. He/she will work closely and in consultation with the regional humanitarian lead and further consultation with the regional team, s/he will lead and be responsible for the implementation & review of the overall humanitarian strategy for the region. You will collaborate with the country representatives (CRs) to provide active leadership throughout the region to promote and support all aspects of preparedness planning and action at country and regional level, and to keep them under systematic review. The HRP will work collaboratively with the grant team, as well as with technical coordinators and the finance and operations teams in designing and development of new project ideas, proposals and grant applications.
The HRO will lead the continual development, review, and implementation of SoH regional preparedness and contingency planning, in close liaison with the CRs, the vice EAR and EAR. S/he will make sure learning from reviews and evaluation effectively informs future responses, through adequate dissemination within SoH and inclusion in potential training. You will contribute to improvement in understanding with staff in region regarding SoH key humanitarian policy & advocacy positions.
CORE DUTIES
• Humanitarian Programme Operations and Support (30% Level of Effort (LoE))
• Provide programmatic support for of the emergency response programming and activities in the region.
• In consultation with the regional and country teams, develop a framework for self-implemented humanitarian projects in the region.
• Working closely with EAB colleagues and affiliates to prepare narrative and financial project proposals for own-implemented projects to institutional donors primarily for development cooperation projects (but also for Humanitarian Relief projects when requested by the supervisor.
• Ensure strict compliance of programme activities with SoH and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the humanitarian code of conduct.
• Coordinate closely and support response fundraising including the development of high quality concept notes and proposals linked to the response strategy.
• Provide oversight for humanitarian programming implementation to ensure timely & high quality delivery of programme activities.
• As a member of a regional response management team, play a leadership role in the overall management of SoH emergency responses.
• Whenever needed, with Field program management staff, and in collaboration with other agencies, the government, Clusters and other local and international NGO partners, support multi-sectoral assessments, ensuring assessment findings are documented, shared, and validated and that they include protection and gender aspects.
• In close collaboration with security focal persons, ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the regional security focal person.
• Coordinate with Regional logistician to ensure effective functioning of logistics systems to procure, store and distribute medical stock, supplies and services for the timely delivery of project.
• Humanitarian Programme Development and Quality (25% LoE)
• Coordinate with field and field teams to undertake and share needs assessment
• Collaborate with the regional MEAL focal person to ensure that monitoring & evaluation and accountability processes and that feedback is incorporated into programme design and learning disseminated.
• Ensure strong accountability to beneficiaries
• Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
• Pro-actively participating and engaging in the ongoing SoH Quality Improvement Process to ensure compliance with international standards and best practices (e.g. CHS, SPHERE, PSEA, M&E, ECHO FPA requirements)
• Partner with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programmes; to ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities
• In collaboration with the humanitarian focal person, monitors, analyses and reports on humanitarian response and developments, disaster relief/management programmes or emergency situations in the region.
• Initiate and coordinate activities related to technical cooperation and technical assistance projects in disaster response and disaster response preparedness;
• Support the planning and preparation of unit budget and work program
• Reporting (10% LoE)
• Working closely with EAB colleagues and affiliates on timely reporting and donor compliance for approved institutionally funded own-implemented projects
• Produce high quality and timely sitreps/reports (where necessary) for SoH, Donors and within agreed reporting schedules as required.
• In coordination with relevant Country Management team members and/or partners, ensure the preparation of a timely programme delivery and submitting the donor reports on project activities in compliance with internal SoH requirements and any relevant external donor requirements.
• Capacity Building (5% LoE)
• Support in oversee the delivery of capacity building plans to develop the requisite technical competencies in programme staff and partners
• Support in ensuring that capacity building plans and performance management systems are in place to develop the requisite competencies in staff to ensure ongoing sustainability and quality of response.
• Representation & Advocacy & Organisational Learning (5% LoE)
• Support the country and field teams to help in shaping broader sector strategies through influence of and leadership within inter-agency coordination forums. This may involve representing SoH within Humanitarian Country and local Team meetings, the Inter-cluster meetings and/or other coordinating fora.
• Support in the development of humanitarian alliances/blocks including coming up with teaming agreement for partners to be involved.
• Take the initiative in documenting lessons learnt, good practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
• Represent (directly or through delegation) SoH’s emergency response at the Coordination forums, to donors, the media and members of the humanitarian community.
• Regularly undertake representation and advocacy in collaboration with other senior regional team members with relevant government ministries at the national and regional levels.
• Grant management (5% LoE)
• Correspond with applicants and grantees as requested
• Monitor and administer agreements to completion
• Supervise grants program and ensure that it is implemented as per program objectives and design
• Supporting the updating of a database of all project grants, following up on partner grant reporting when requested
• Ensure that donor rules and regulations vis-à -vis grants management are properly followed and adhered t
• Humanitarian fundraising (20% LoE
• In collaboration with the Development and Cooperation Officer (DCO), engage and establish a long term relationship with institutional humanitarian donors such as ECHO, OFDA, GFFO etc.
• Keeping updated information on donor profiles/mapping, donor pipelines, fundraising opportunities/calls for proposals.
• Formulate project proposals and relevant project documents; provide technical support to field work review and clear project reports for submission to donors.
• General

· QUALIFICATIONS AND SKILLS:
• Minimum qualification of bachelor’s degree in development studies or a related field from any recognized institution, a relevant post-graduate qualification would be an added advantage
• Working experience of at least 5 years’ experience in humanitarian response and preparedness planning work in a range of environments – including experience of field-level management of complex humanitarian response programmes; and all phases of the project/programme cycle, preferably in the East Africa region/countries.
• Experience in humanitarian advocacy, representation and communications with evidence of impact or influencing policy makers.
• Proven track record in successful institutional fundraising and grant management (in order of preference; i.e. ECHO, BMZ, Euro aid, USAID, OFDA, CHF, etc.)
• Good working knowledge of office management software like MS Office (MS Excel and MS Word)
• Excellent written and verbal communication skills,
