Summary
The HTS Sub County Mentors will work within their specified Sub Counties to provide support for Quality HTS provision in project supported sites. The HTS Sub County Mentor will work closely with the Project staff, Key stakeholders, Government of Kenya especially the MOH and other stakeholders in Nairobi Metropolitan Services (NMS) and Kajiado County. This position will report to the HTS and Prevention Lead

Specific Job Responsibilities:
• Support Sub County project team in HIV Testing Services (HTS) and HIV Community Linkage services including index testing services.
• In liaison with the supervisor plan, implement and provide supervision of all planned activities within the project supported facilities, and ensure these activities are implemented to the highest degree of quality possible.
• Ensure implementation of key strategies through mentorship, supportive supervision and capacity building modalities, dissemination of guidelines and standards, implementing quality improvement and quality assurance initiatives and scale up HTS optimisation and partner notification services.
• Participate in the development, implementation and monitoring of costed work-plans at the project, Sub County and Facility Level.
• Support coordination with C (SC) HMT on implementation of relevant service delivery work plans
• Coordinate the project team in the assigned project area and take lead in the timely preparation and submission of monthly, quarterly and other reports as may be required.
• Provide support in creating and strengthening linkages and referral networks between facility and community activities ensuring there is seamless implementation of activities leading to improved health outcomes.
• Provide support in debriefing program, sub county and facility staff on need basis
• Provide in weekly, monthly, quarterly, semi-annual and annual project performance reviews, assessing progress in an objective manner in collaboration with C (SC) HMT
• Participate in site preparation for supportive supervision and SIMS assessments and ensure recommendations are implemented at facility level by project team in collaboration with C (SC) HMT.
• Participate in any capacity building activities and technical updates as guided by the supervisor

Required Skills and Experience
• A Diploma in Clinical Medicine, Nursing, Counselling or any other related course with at least five years relevant experience or first university degree in Clinical Officer or Nurse or related field from an accredited/recognized institute with at least three years’ related experience, in successful field implementation of HIV Prevention programs in Kenya

Desired knowledge, skills, and attributes:
• Knowledge of health and development programs in Kenya.
• HIV prevention experience and ability to understand full range of issues around the HIV testing services, including Linkage.
• Registered member of the relevant practitioners licencing body
• Demonstrated interpersonal skills and ability to work well with others, including developing and maintaining compatibility among program staff, health care workers, county and sub-county officials, consultants, sub-awardees, program beneficiaries, other stakeholders; Demonstrated management and team-building skills, including relevant experience in direct supervision of professional staff;
• Articulate and able to communicate in a clear, professional manner with clients and staff.
• High degree of proficiency in written and spoken English communication, including presentation, training skills and report writing skills.
• Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections.
Ability to manage tight deadlines and deliver high volumes of work with minimal supervision, and well-developed computer skills.
