A. BACKGROUND
The Millennium Water Alliance (MWA) is a permanent global alliance of leading humanitarian and private organizations that convenes opportunities and partnerships, accelerates learning and effective models, and influences the WASH space by leveraging the expertise and reach of its members and partners to scale quality, sustained WASH services. Founded in the year 2002, MWA seeks to advance high standards for program quality, transparency and accountability and work with its members, governments, communities, private sector partners and other key stakeholders to bring to scale effective and sustainable water, sanitation and hygiene education solutions.
Kenya Resilient Arid Lands Partnership for Integrated Development (Kenya RAPID) is a five-year 30 million USD public private partnership/Global Development Alliance program that is funded by USAID, Swiss Development Cooperation (SDC), private sector partners and MWA members, which is convened and coordinated by the MWA. The first of its kind in the arid lands, Kenya RAPID brings together public and private sector institutions, government and communities, to increase access to water and sanitation for people and water for livestock and to rebuild healthy rangeland-management ecosystems. The program combines the assets and experience of development actors and private and public institutions at (County and National Level) by leveraging their capital and investments, innovation and access to markets – to address the complex problems in WASH sector that culminates to inadequate water access and poor governance of natural resources in the arid and semi-arid lands (ASALs).
Kenya RAPID mobilizes financial and technical resources from development partners, national government, county government, and the private sector to support sustainable and resilient livelihoods by improving water availability and water service delivery to people and livestock and improve rangelands in Kenya’s Arid and Semi-Arid Lands (ASALs). The program builds on the successes and lessons learned from USAID’s (US Agency for International Development) Kenya Arid Lands Water, Sanitation and Hygiene Program (KALDRR-WASH) and the Swiss Development Corporation’s (SDC) Water for Livestock (W4L) program – both implemented in Northern Kenya from 2012-2014.
After successful implementation of Kenya RAPID in the last five years (2015-2020), the program was cost extended by SDC for a period of 8 months (ending May 2021) to allow finalization of remaining activities delayed as result of Covid-19. MWA and partners are currently in the process of designing a second phase of Kenya RAPID building on the lessons and experiences from the first phase. .

The desired impact of the proposed program which seeks to cover five ASAL counties of Garissa, Isiolo, Turkana, Wajir and Marsabit is that ‘’Communities have long-term access and sustainably utilize their water and rangeland resources in the ASALs of Kenya’’. The program aims to achieve two specific outcomes namely:
1. Pastoralist communities have enhanced capacity to access and utilize safe and sustainable water resources and services for multiple uses.
2. Pastoralist communities secure and sustainably use their rangeland resources, maintain ecological integrity and social cohesion in a gender transformative way.
B. RATIONALE FOR THE RAPID GENDER ASSESSMENT
The justification for the Kenya RAPID Gender Assessment has largely been informed by the findings of the End-Term Evaluation which revealed that while the program’s concerted effort in gender sensitivity indeed succeeded in a number of gender intentional domains, the nature of Kenya RAPID’s goals, as well as locations of activities, suggest that the program would benefit from a gender transformational approach in any follow-on efforts. The Evaluation further recommended that a more rigorous early gender analysis prior to program inception would inform project activities, results measurement framework- the indicator matrix and gender resourcing. [1]. It is based on this understanding that a rapid gender assessment has been proposed whose findings will be used to refine and engender the Kenya RAPID phase 2 proposal which is due for review and approval by SDC.
Highlights of recommendations on Gender from the program evaluation:
• Ensure that the backbone or hub organization has sufficient capacity (time, resources, and skillsets) in technical areas like private sector engagement, social inclusion, gender transformative programming as well as facilitation skills.
• Through an early rigorous analysis, determine a more transformative agenda to break down social norms relating to social inclusion, gender, intersectionality with other vulnerabilities including PWDs. A dedicated social inclusion and gender staff person, if not a subcontracted team, should provide technical expertise on, as well as prioritize the implementation of, recommendations coming out of social inclusion and gender analysis of activities
• Provide resources (including staffing capacity) to ensure that all activities are considered through gender, livelihood, and resilience lenses.


C. PURPOSE AND OBJECTIVES OF THE CONSULTANCY**
The overall purpose of the consultancy is to support MWA and partners to conduct a gender assessment to understand and generate information on the existing gender gaps, needs, constraints and opportunities of women and men (and girls and boys) in the program target areas of Garissa, Wajir, Isiolo, Turkana and Marsabit. The goal is to have a deeper and enhanced understanding of how gender dynamics influence access, control and ownership to water and rangeland resources, and services. It will also identify inequalities in terms of power, resources and opportunities existing between men and women, with implications of any intervention to promote gender equality and related gender outcomes. The Assessment findings will then be used to inform the design and planning of a more gender sensitive and transformative program.
Specifically, the assessment will seek to:
Objective 1: Conduct gender assessment using a standard gender analysis toolkit (acceptable to and approved by key stakeholders). **
• Asses the gender roles and division of labour of men and women in use, involvement, participation and management of Water and rangeland resources.
• Analyse existing gender constraints (physical, financial, knowledge) and opportunities towards achieving increased access to and control over sustainable Water services and improved rangeland management for women and girls.
• Assess the level of participation, representation, voice and leadership of women and men in water services and rangelands management and any inhibiting/ supporting gender and social norms
• Assess human resources competencies related to gender in water and rangelands management for MWA and its implementing agencies.
• Assess levels, needs and gaps in financial allocations and resourcing of gender activities within the program.
Objective 2: Effective integration of gender issues into the proposed Kenya RAPID phase 2.
• Identify the existing women’s and men’s differentiated needs, interests and incentives in terms of water and rangelands services.
• Develop transformative gender responsive interventions for Kenya RAPID phase 2, in line with the program theory of change, to respond better to the needs and interests of the target groups and ensure equity in terms of gender.
• Develop key gender indicators for each of the intervention areas and integrate into RAPID phase 2 monitoring plan. It is expected that the consultants will refer to and integrate some of SDC’s Aggregated Reference Indicators and Thematic Reference Indicators -ARI/TRI (gender, water) of the International Cooperation Strategy 2021-24 where feasible.
• Develop concrete recommendations for the program’s human resource gender capacity support, continuous development and financial allocations.


C. METHODOLOGY
The consultant is expected to employ appropriate gender analysis tools to generate & analyze robust primary data and conduct desk reviews of the Kenya RAPID strategy documents and other relevant secondary data. The consultant will also conduct KIIs and FGDs with the stakeholders including beneficiaries, the donors, partners including County Government and program staffs among others. The analysis shall be carried out in a multi-disciplinary and thematic manner and cover relevant cross-cutting issues. The consultants will have to work in a consultative, inclusive, and collaborative manner and will have to engage country partners and other stakeholders as deemed necessary. After the finalization of the gender analysis, a validation workshop will be held with Kenya RAPID stakeholders to finalize the gender analysis report and inclusion of key recommendations into RAPID phase 2 design documents.
The gender consultant will work closely with the Kenya RAPID phase 2 program design team to integrate gender recommendations lens into the program and their progressive actualization. This will include review of the impact logic and theory of change, deepening of the interventions and embedding of gender indictors into the program-monitoring framework. Scoping of the County Gender Focal points and continuous capacity building to institutionalize and aligning the gendered water and rangeland resource management gendered outcomes will be prioritized.
D. EXPECTED DELIVERABLES
The following are the expected deliverables from the consultant:
1. An inception report, with detailed methodology including a work plan for the both Primary and secondary data collection and review including desk review, field-based data collection and analysis and writing for the assignment as well as the tools to be utilized for data collection,
2. Gender Assessment Report (of max. 30 pages, excluding executive summary and annexes) with concrete recommendations
3. Summary note highlighting the recommended interventions and monitoring indicators for Kenya RAPID phase 2, with Validation presentation for key stakeholders.
E. ROLE OF MWA, PARTNERS AND CONSULTANT(S)
The Millennium Water Alliance together with its partners will collaborate with the selected consultant to undertake the following roles:
• Provide consultant with background documents, reports and available secondary data for review
• Arrange travel, accommodation and living expenses arrangements for consultant and team
• Review and provide input in the consultant’s deliverables.
• Organize validation and dissemination workshop for the presentation of preliminary findings to the program stakeholders.
• Review draft report and provide consultant with feedback.
• Ensure smooth flow of consultancy engagement processes including contractual obligations.
• Share the final assessment report with all key stakeholders, including key program staff, partners, donor representative, National and county governments.
The roles of the consultant shall include the following:
• Develop an inception report with detailed methodology and tools for data collection.
• Conduct desk‐review of relevant program documents and other secondary sources.
• Plan and undertake Primary data collection to fill in the information gaps from the secondary data review. This will involve actual field support processes including KIIs, FGDs and actual testimonials.
• Analysis of the data and findings capturing them in a format that is user friendly with the stakeholders.
• Write Gender assessment report capturing findings, conclusions and recommendations.
• Present preliminary findings and draft report to program stakeholders for validation
• Incorporate input from program stakeholders and develop and submit final Gender Rapid assessment report.
• Support in the dissemination process of the final gender Assessment report.
• Mainstream key gender issues from the assessment into Kenya RAPID phase 2
F. EXPERTISE REQUIRED FOR THE CONSULTANCY
• Eligible consultants must possess post graduate qualifications in one or more of the following fields: Development Studies, Gender Studies and or other relevant social sciences with at least 8 years professional experience
• In depth understanding of gender sensitivity in Arid lands context
• Proof of experience in conducting rapid assessments in gender and support the sensitivity and inclusivity that such assessments demand.
• A proven track record of professional execution of previous gender specific consultancies and demonstrate capacity to deliver high quality outputs within a proposed and complex timeframe
• Excellent report writing, analytical, communication skills are essential
• Good interpersonal skills and ability to formulate shared position
• Knowledge and ability to use variety of online technologies to conduct interviews and surveys.
G. DURATION OF THE ASSIGNMENT
The Kenya RAPID Gender Assessment will be conducted in the month of April/May 2021 is expected to take a maximum of 10 working days.
H. APPLICATION PROCESS
