INTRODUCTION
IPSTC is a training and research institution whose focus is capacity building at strategic, operational and tactical levels for peace support operations. The mission of the Centre is to conduct applied research, training and education of military, police and civilian personnel in all aspects of peace support operations. The IPSTC is looking for a consultant who will develop a unified operational framework on how to improve Maritime Disaster Management. This document will be based on the discussions that would have emerged from a learning and expert sharing workshop.

Job title: Framework development consultant

Assignment title: Development of an operational Framework

Assignment purpose: Develop a unified operational framework to improve Maritime disaster management in Kenya

Terms of Reference

 

  • Develop one unified framework for Maritime Disaster Management that will be used for training and operations of Maritime Security and Disaster Management Stakeholders.
  • Analyze the existing regulatory frameworks for Maritime Security and Disaster management.
  • Provide critical input to Maritime disaster management that will help improve effectiveness among the stakeholders.
  • Consolidate views from stakeholders in the said workshop such as practitioners and academia to inform operations and training of maritime disaster management.
  • Make recommendations for best operational practices and training in Maritime disaster management.
  • Any other aspect that the consultant may propose to IPSTC for best framework formulation in the said subject.

Expected Results/Deliverables
The consultant is expected to produce the following:

  • Detailed work plan showing the assignment’s important activities, milestones and timelines. The work plan must include a clear understanding of the terms of reference. budget, and description of the methodology, including data requirements, data sources and methods of collection.
  • A draft of a unified framework for Maritime disaster management document.
  • A final unified operational framework for Maritime disaster management document that has incorporated views from consultative sessions and validation fora.

Minimum Qualifications

 

  • At least a PhD or its equivalent in Maritime Security/disaster management or related discipline.
  • Minimum of ten years‘ experience in developing similar proposals or frameworks preferably in a Multilateral or bilateral organization.

Time Frame
The timeframe envisaged is two months starting from the contract agreement. The consultant will submit the final report at the end of the month to the IPSTC management both in electronic and hard copy.

Supervision
The consultant shall work closely with the Head of Research Department throughout the consultancy period.

Reporting
The consultant in all undertakings and processes related to this assignment shall report to the Head of Research Department.

Ownership
All the work created pursuant to this agreement shall be original work and that no third party will have any rights in or to such work. IPSTC shall solely and exclusively own all rights in and to any work related to this agreement.
