Description
Pathfinder is seeking a Finance and Administration Director for an anticipated 5-year USAID/Kenya Health Systems Strengthening (HSS) Activity. The 5-year project will focus on providing support to strengthen health leadership and governance and health systems for quality and equitable service delivery. The project components will include 1) strengthening health systems governance, 2) strengthening health partnerships, 3) strengthening health financing and social protection systems, 4) strengthening health supplies, 5) strengthening health analytics, and 6) strengthening health quality and human resources systems. The Finance and Administration Director (F&A Director) will manage financial planning, annual budgeting, and award reporting. S/he will ensure cost-conscious, efficient spending and compliance with all USAID regulations, including financial reporting requirements; manage the procurement of medicine, equipment, and supplies for the project in compliance with all USAID regulations; and provide routine support for recruitment and retention of personnel, including administration of personnel policies, employment agreements, and recordkeeping. The F&A Director also will develop and oversee the implementation of policies, procedures, and systems for administration and financial support services and human resources management, while at the same time ensuring that the project's support interventions comply with national and international standards, IMA World Health internal policies and procedures, and USAID financial compliance standards and regulations. In addition, s/he will be responsible for financial management and review of project sub-grants and sub-awardees, and provide oversight of project operations, procurement, and logistics.
Key Job Outcomes:
• Provides overall management of administrative operations, including logistics, procurement, budgeting, finances, human resources, information technology, property, and security.
• Oversees sound and effective systems for project administration and operations, including grants, subcontracts, procurement, and compliance.
• Support COP to maintain effective working relationships with donors and key government officials related to finance and operations.
• Support the annual workplan process and other strategic planning processes.
• Coordinate budgeting processes for program activities and conduct continual analysis and planning of operating, staff, and external project expenditures.
• Manage the procurement process, including negotiating competitive prices and documenting decision-making processes in accordance with USAID and Pathfinder’s regulations.
• Monitor salaries and benefits to ensure they are in line with agreed budget plans and competitive compensation structure benchmarking studies.
• Ensure contractual obligations are sound and appropriate for project.
• Supervises financial operations and monitoring of obligations, budgets, and expenditures.
• Prepares budgets for annual work plans and financial reports for USAID.
• Coordinates and manages the mobilization of short-term and long-term technical assistance and administrative staff.
• Develops internal control measures to ensure accurate and timely financial reporting at the headquarters and field levels.
• Conducts internal and coordinates external financial audits.
• Fluent writing, reporting, and presentational skills in English.
• Demonstrated experience in managing and supervising a team.
• Must have outstanding interpersonal skills and be eager to work in a multicultural organization. Fluency in English required.
• Ability to translate financial concepts and to effectively collaborate with programmatic and fundraising colleagues who do not necessarily have finance backgrounds.
• Previous experience working in Kenya, preference for Kenyan nationals. Strong speaking and writing skills in English and Amharic.
Minimally Required Organizational Competencies:
• Strong computer skills in accounting software systems and Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.

• Minimally Required Education, Training and Experience:
o Minimum of a Masters degree (or international equivalent) in business administration, finance, accounting, or related field; additional accounting certification preferred (e.g., AICPA, Association of Chartered Certified Accountants (ACCA), Chartered Institute of Management Accountants (CIMA), etc.)
o Minimum of eight (8) years of progressively responsible administrative and financial management experience on large, complex donor-funded international development projects, including financial and accounting systems development, financial monitoring, budget development and analysis, procurement, operations and logistics, IT, and human resources management and administration
o Minimum of six (6) years of leadership/supervisory experience managing finance, accounting, operations, and administrative staff and teams
o Substantial experience in financial management of consortia of local implementing partners, especially in multi-sectoral programs
o Extensive experience in financial management of USAID-funded projects of similar scope and size (cooperative agreements and/or contracts); strong understanding of USG compliance rules and regulations (including FAR/AIDAR acquisition regulations) and Cost Accounting Standards; demonstrated experience with USAID/USG financial reporting requirements
o Experience overseeing project operations, procurement, and logistics; extensive experience in the development and management of large project budgets
o Experience overseeing management of sub-grants or sub-contracts
o Excellent team management, interpersonal, communication, and negotiation skills
o Advanced cross-cultural sensitivity, including experience working and communicating with professional and support staff in a multicultural, multi-linguistic environment; ability to promote an atmosphere of trust and mutual respect
Excellent oral and written communication skills in English
• Other Information:
o This position will be based in Kenya.
o Ability to travel internationally (up to 35%)
