Facilitator for the 8th Programming Conference and General Assembly to be held on August 25-27, 2021, in Nairobi, Kenya.
1. Background on the 8th Programming Conference & General Assembly (PC/GA)
The African Women’s Development and Communication Network (FEMNET) convenes a triennial Programming Conference and General Assembly – a gathering of over 100 women who strategize responses to emerging threats against women’s rights. The PC/GA, which targets members and partners, offers delegates an opportunity to debate on topical issues in Africa and globally and how they impact the gender equality agenda and women’s advancement. These debates feed into the identification by delegates of priorities and recommend actions that FEMNET should focus on or spearhead in the next strategic plan.
The 2021 PC will be held in Nairobi, Kenya, on August 25-27, 2021. The Conference is meant to create a platform for members to strategically engage in discussions and chart the way forward for advancing gender equality and human rights of women and girls in Africa under the theme: A Pan-African Feminists Festival
The Pan-African Feminists Festival is a brave, creative, autonomous, and intersectional space for all those identifying themselves as feminists from all works of life and who engage at different levels within the feminist movement. The space is designed to reaffirm our commitment to dismantling patriarchy in all its manifestations in Africa, to remind us of our duty to defend and respect the rights of all women, without qualifications and to protect the legacy of our feminist ancestors who made numerous sacrifices for us to exercise greater autonomy.
The festival is set to be a triennial convening, led by the African Women’s Development and Communication Network
Participants will be drawn from the 5 sub-regions: North, West, Central, Eastern and Southern Africa to cater for geographic, linguistic and thematic representation. The participants will constitute both FEMNET members and partners who support work on women’s rights and gender equality.
2. Scope of Work
The Facilitator for the 8th Programming Conference and General Assembly will undertake the following tasks: –
i. Ensure the realization of the objectives of the two-days Conference, which are to:
• review the work of the Network over the last three years and assess its impact;
• assess the extent to which African leaders and countries have designed programmes and mechanisms to implement the commitments made to gender equality and women’s empowerment;
• identify innovative strategies to respond to the issues that affect African women;
• identify emerging issues impacting gender equality work and innovative strategies to respond to the issues;
• agree on some of the milestones to achieve in the next strategic plan.
ii. The General Assembly, which is composed of FEMNET members and acts as the supreme policy making organ will focus on the following issues:
• Address the underlying problems that occasioned the Extra-Ordinary General Assembly (EOGA). This discussion will be informed by the outcomes of the systems audit conducted by the interim board, which includes a review of the constitution;
• Provide insights to the new strategic plan 2020-2029 and propose strategic areas for mid-review and evaluation
• Review the results of systems audit;
• Approve the new strategic plan and elect members of the FEMNET Board who will provide leadership for the Network for the period (2021 – 2023)
3. Facilitator’s Tasks
• Review and execute the programme to ensure that it leads to the realization of outcomes of the meeting as stated in the Concept Note;
• Facilitate the Programming Conference for two days (25-27, August 2021);
• Ensure that Participants are facilitated to make contributions during sessions of the meeting, and that free sharing of ideas and strategies is equally encouraged from all participants;
• Develop the necessary documents/tools needed to realize the objectives of the meeting which include the guiding questions for the group sessions, Presenters and Moderators’ guidelines and evaluation at the end of the meeting;
• Sub-Contract and work in collaboration with a Rapporteur to ensure that the final report of the Programming Conference and the Minutes of the General Assembly (27th August 2021) capture all discussions and recommendations from the meeting.
• Manage the whole process of the meeting in consultation with FEMNET to ensure that the objectives of the meeting are realized.

6. Duration of the Task
The work will be done for 4 days which include 0.5 day for preparation 2 days for the workshop: one (1) day for development of the report including sharing the draft and 0.5-day finalization of the report (with comments from participants).
7. Key competences of the consultant
• Have a degree in social science, gender development, communication and journalism, sociology, or relevant training with an experience of at least 3 years of experience.
• Sound experience in rapporteur of technical workshops
• Good report writing and photography skills.
8. Selection of Individual Consultant
FEMNET shall contract the Consultant. The contract will include Withholding Tax (WHT) deduction in line with contracting laws where FEMNET is headquartered. A WHT certificate will be issued to the Consultant. Payment will be made through bank transfer to the consultant bank account. FEMNET will not meet the costs of bank charges. The payment schedule will be agreed upon with the Consultant upon successful selection
