Purpose of the position
This position is aimed at supporting the integration and mainstreaming risk capacity issues in the CRE programme. It involves capacity assessment of various stakeholders, establishing capacity building programmes and contents, capacity gap analysis in policies, planning and implementations, and a capacity design programme. It also involves clearly identifying how disaster risks in all its dimensions; hazards, exposure, vulnerabilities and capacities is essential to assessing the potential impacts on social, economic and environmental systems to evaluate the most efficient actions that can be taken to prevent and reduce risk at multiple scales. The holder of this position will be expected to work closely with senior researchers to review the status on the production and application of disaster risk information in policy and decision-making in order to inform technical advice and capacity development services for improved risk assessment process, outputs and use.

Qualifications
• The candidate should possess a PhD in relevant field including disaster risk management, economics, development studies, geography or other social sciences – with experience in Disaster risk capacity research and public policy analysis
• A minimum of 4 years of relevant experience in research on capacity risk assessment related issues achieved before, during or after the PhD.
• Strong knowledge of Disaster Risk Management, capacity and vulnerability assessment analysis.
• Good knowledge and experience in data collection and analysis, survey design, implementation of surveys and statistical data analysis, methodological review, needs and capacity assessment, design of tools and development of guidance preferable on areas related with risk analysis is desirable.
• A good record of academic publications will be an added advantage
• Preference will be given to applicants with demonstrated experience working in policy advice, and policy analysis related functions with progressive professional responsibility in areas related to disaster risk analysis and/or application of risk information for decision-making.

• The candidate is expected to have a clear understanding that integrated and informed risk management approaches require a clear understanding of historical and current context and drivers of vulnerability as well as future policy and governance scenarios.

• Good writing and analytical skills and demonstrated ability to engage in technical writing

Main Responsibilities
Research
• Conduct an assessment of various stakeholders and establish capacity building programmes and contents.
• Undertake a capacity gap analysis in policies, plan and implement capacity design programmes.
• Review the status on the production and application of disaster risk information in policy and decision-making in order to inform technical advice and capacity development services for improved risk assessment process, outputs and use.
• In collaboration with various research teams, work closely with the database management specialist to update the online database of risks and other resilience variables including population, building development, investments, vulnerability, gender, risk loss data across hazards among others
• Assess methodology, gaps and innovations of multi-hazard disaster risk and vulnerability assessments.
• Review current practices, approaches, data and analytical support sources for DRR planning processes with special emphasis on multi-dimensional risk analysis and scenario building.
• Propose methodological improvements to apply risk information into the multi-dimensional risk and other analytical process conducted
• Contribute to the design of the strategic and multi-level risk map, piloting approaches and implementation plan
• Assess policy actors needs and gaps in interpreting and applying risk information for decision-making in key sub-national/national development and/or sectoral strategic planning and implementation process.
• Review gaps and issues in dynamic disaster risk assessment with focus on the multi-hazard and systemic risk and dynamic vulnerability frameworks.
• Conduct baseline review of CRE projects disaster risk assessment mechanisms, tools and guidelines used
• Undertake in-depth sectoral reviews, analysis and audits of various sectoral policies within Nairobi County and establish the linkages and opportunities for multi-hazard risk planning and preparedness.
• Support the analysis of the political economy of Disaster Management and identify the various policy narratives driving risk governance in Nairobi, and their implications for the programmes support to strategies for integration of risk in the Disaster Management and Planning.
• Contribute to the review and understanding of the urban transitions – documenting the past, present and future urban risk patterns (urban morphology) in Nairobi, and the relationship between the urban poor and city level processes.
• Provide recommendations on the scope, parameters and implementation process for the strategic and project-level DRR.

Policy and outreach
• Develop and lead capacity building plans designed towards the desired culture change through contributing to capacity needs assessments, skill development through targeted programmes such as capacity building programmes, customized trainings, Exchange visits, and Executive courses to deliver an open process for career/capacity development.
• Work with other researchers within the programme specifically looking at stakeholder engagement and planning to facilitate their discussions through developing capacity risk maps in easily understandable forms, potentially participating in pertinent discussions.
• Support the production of policy briefs for, and with local, national and international stakeholders (i.e. NCC, UN-Habitat) on the capacity risks in informal urban settlements.
• Support the establishment of DRR Community of Practice (CoP). The CoP will include a wide array of stakeholders drawn from local, county, national and international levels to support a more integrated review and inputs into the research outputs and outcomes.
• Support the development and delivery of a multi-hazard impact DRR Management Plan for the City
