Overview
DevTech is seeking a Director of Performance Management in preparation for the Evaluation, Learning, and Monitoring Initiative (ELMI) IDIQ for USAID/Somalia. The purpose of this contract is to provide support for monitoring, evaluation, and program-related services to USAID/Somalia. The current USAID strategy for Somalia aims to build a durable foundation for a more stable, democratic, and prosperous Somalia in three primary technical areas: (1) democracy, governance, and stabilization; (2) education; and, (3) economic growth. USAID/Somalia is implementing approximately $60 million annually in activities across these three technical areas. USAID expects the period of performance of the IDIQ will be five (5) years in Nairobi, Kenya. The incumbent will supervise four mid-level professionals: a data quality assessment specialist; a gender specialist; a data management specialist; and a capacity building/training specialist. The incumbent is supervised by the ELMI Deputy Chief-of-Party. .

Responsibilities
• The Director of Performance Management will be based in Nairobi (full-time) and will provide technical expertise and leadership for the ELMI team responsible for performance management support services provided to the USAID/Somalia Mission. S/he will oversee services involving monitoring, evaluation, and learning (MEL) as they pertain to USAID development interventions in Somalia. S/he will assist the client in identifying, collecting, monitoring, evaluating, and reporting key performance and contextual indicators. The Director of Performance Management will collaborate closely with other ELMI senior staff while managing a team of mid-level specialists to support performance management areas including performance and contextual monitoring, and collaborating, learning and adapting (CLA) involving the USAID Mission Country Development Cooperation Strategy (CDCS) and associated Performance Management Plan (PMP). The incumbent is responsible for developing and maintaining the ELMI Activity Monitoring, Evaluation and Learning Plan (AMELP).

Qualifications
• BA/BS degree, preferably in development studies, public administration, sociology, or other social science field; graduate degree preferred
• At least five (5) years of experience with foreign assistance MEL
• Must have expertise in MEL involving international development program
• Familiarity with USAID ADS 201 Series policies, approaches and procedures involving MEL (CLA)
• Prior experience in a high threat environment and willingness to travel to Somalia
• Prior experience in supervising long-term field staff and short-term experts of diverse backgrounds
• Excellent English writing, speaking, and presentation skills
