DevTech core practice areas include: Economic and Data analysis, Monitoring and Evaluation, Education and Youth Development, Gender and Inclusive Development, and Public Financial Management. br/ Overview br/ DevTech is seeking a Director of Finance and Administration (DFA) in preparation for the upcoming USAID/Somalia Evaluation, Learning and Monitoring Initiative (ELMI) project. Under this task order (TO) award, DevTech Systems would provide all core services and operational support necessary to fulfill all requirements of for ELMI. This includes all the staff based in Kenya and Somalia and supporting costs necessary to achieve all the requirements outlined in the TO, as well as the capacity to respond to all subsequent requests for task order proposals (RFTOPs) with qualified staff and deliverables in the required timeframes. USAID expects the period of performance of ELMI will be five (5) years, with staff based in Nairobi, Kenya.
Responsibilities
The DFA will oversee all financial, operations, subcontract management and procurement functions. S/he will manage all the financial and administrative operations of the project and be responsible for logistical support to DevTech’s ELMI field office in Nairobi and local subcontractors based in Somalia. The DFA will report to the COP. .
Scope of Work
Financial
• Develop and maintain project financial files, consistent with USG Regulations, contract terms and conditions and DevTech policies
• Oversee all program operations, including office management, procurement, and travel.
• Manage the procurement process and ensure necessary documentation of sound procurement processes for goods, venues, and services in accordance with DevTech and USAID policies and regulations.
• Ensure that assets, inventories, and supplies are reconciled, documented, and replenished in a timely fashion according to DevTech and USAID policies and regulations
• Prepare and perform calculations for quarterly projections, field expense reports, transfer funds requests, purchase orders, and other necessary documentation in compliance with DevTech and USAID policies
• Review and approve all transactions ensuring they are fully documented and allowable project expenses. Ensure timely approval and payment procedures
• Oversee the petty cash disbursement and ensure proper reconciliation and replenishment
• Support travel arrangements, including collecting and processing travel advances and expenses
• Responsible for budget, accounting, and finance activities, including the preparation of the monthly expenditure report and quarterly financial projections
• Oversee Human Resources duties, such as trainings to other staff and local subcontractors on DevTech and USAID financial processes and travel expense reporting
• Responsible for local subcontract management, including pre award assessments, financial and operations monitoring, and capacity building as needed
• Coordinate and communicate with COP/DCOP, DevTech Home Office Project Manager, and Home Office Controller
Operational
• Oversee the logistics of the project office, including management and control of logistics for research and evaluation related work
• Oversee logistics staff responsible for scheduling needs, logistics, and branding requirements for meetings, trainings, and other events, including STTA travel, visa, and accommodations arrangements
• Manage logistics for vendor source selection, subcontracts and purchase orders, and timely delivery in accordance with DevTech and USAID policies and procedures
• Solicit input from the COP, DCOP, and HO Program Manager as appropriate to assist with logistical arrangements and transportation needs related to monitoring and evaluation activities
• Support the development and implementation of office security policies, systems, and processes

Minimum Qualifications
• Bachelor’s degree in Operations, Business Administration, Finance, or related field
• 10 years of experience working on logistics, procurement, operations, and financial and administration, with experience supporting multi-million-dollar USG/USAID contracts
• Progressive experience working in the field of operations with knowledge of USAID financial and operational regulations and requirements
• Strong attention to detail to ensure accuracy in all financial reporting
• Strong communications and organizational skills to ensure all deliverables are submitted on time and are high-quality
• Proficiency in the use of Outlook, SharePoint, and other Microsoft 365 Suite tools
• Fluency in spoken and written English
• Kenyan citizenship is required
