JOB DETAILS:
Kenya Maritime Authority is a State Corporation established under the Kenya Maritime Authority (KMA) Act, 2006. KMA's mandate is to regulate, coordinate and oversee maritime affairs as laid down by the Kenya Maritime Authority Act, 2006, the Merchant Shipping Act, 2009 and any subsidiary legislation thereto, in line with international maritime conventions, to which Kenya is a party.
The Authority is seeking to recruit a transformative, visionary and goal driven leader to fill the position of Director General.
Reporting to the Board of Directors, the Director General will be the Chief Executive Officer of the Authority responsible for the day to day management and operations with control over all personnel and activities of the Authority. The Director General will also be an ex officio member of the Board. .
JOB DESCRIPTION
The Director General will, in consultation with the Board, be expected to:
• Act as the Accounting Officer of the Authority:
• Encourage and foster the safe development of maritime matters in Kenyan waters:
• Undertake the planning, development and formulation of safe and efficient utilization of the Kenyan maritime domain;
• Acquire, establish and improve Kenyan maritime domain navigation facilities where necessary within the limits of available appropriation;
• Facilitate establishment of schools for the purpose of offering instruction and training in matters related to the maritime industry:
• Promulgate rules and procedures governing the notification, reporting and investigations of incidents and accidents within the maritime sector
• Use, with their consent, the available services, equipment and facilities of other agencies and to cooperate with those agencies in the delivery of search and rescue services;
• Monitor the effective and efficient deployment of movable and immovable assets of the Authority:
• Timely prepare the annual reports and financial statements of the Authority:
• In liaison with the parent ministry propose development of relevant national policies and legislation in regard to the maritime sector;
• Provide leadership in the preparation and implementation of the Authority's strategic and annual work plans in liaison with the Board;
• Oversee the implementation of Authority's policies and plans in liaison with the Board and other relevant authorities;
• Provide regular reports on the status of implementation of international maritime conventions to which Kenya is a party:
• Prepare and submit regular reports on the status of the Authority in line with laid down laws and procedures as may be in place from time to time;
• Foster a corporate culture that is conducive to the promotion of ethical practices and good corporate governance in the Authority in accordance with the Constitution of Kenya:
• Create a work environment that is conducive to the attraction, utilization, maintenance, motivation and retention of human capital in the organisation;
• Maintain a sound internal control system in all operations of the organisation, and
• Leverage on the use of ICT for efficient service delivery to promote the Authority's mandate.

PERSON SPECIFICATION
• A Bachelor's degree in a relevant field from a recognized University
• A Master's degree in a relevant field from a recognized University will be an added advantage:
• A minimum period of ten (10) years' relevant work experience, five (5) years of which must be in senior management;
• Professional qualification and membership of good standing to a professional body where applicable;
• Demonstrate strategic leadership experience;
• Proficiency in computer applications:
• Knowledge and understanding of the maritime sector, and
• Fulfill the requirements of Chapter Six of the Constitution.
