JOB DETAILS:
KURA is responsible for the management, development, rehabilitation and maintenance of Urban National Trunk Roads. Other functions of KURA include - Constructing, upgrading, rehabilitating and maintaining roads under its control; Controlling urban roads reserves and access to roadside developments; Implementing road policies in relation to urban roads; Ensuring adherence by motorists to the rules and guidelines on axle load control prescribed under the Traffic Act CAP 403 and any regulations under the Act; Ensuring that the quality of road works is in accordance with such standards as may be defined by the Cabinet Secretary ; In collaboration with the Ministry responsible for transport and the Police Department, oversee the management of traffic and road safety on urban roads; Monitoring and evaluating the use of urban roads; Planning the development and maintenance of urban roads; Collecting and collating all such data related to the use of urban roads as may be necessary for efficient forward planning under this Act; Preparing the roads works programmes for all urban roads; Liaising and co-ordinating with other road authorities in planning and on operations in respect of roads; Advising the Cabinet Secretary on all issues relating to urban roads; and Performing such other functions related to the implementation of this Act as may be directed by the Cabinet Secretary Our Mandate The mandate of KURA as defined in the Kenya Roads Act, 2007 is the Management, Development, Rehabilitation and Maintenance of Urban National Trunk Roads. Job Summary:
An officer at this level may be deployed to head any of the Technical Directorates – Urban Roads Planning and Design; Urban Roads Development; Road Asset and Corridor Management; Policy, Strategy and Compliance, and will be responsible to the Director General for the coordination of activities in the Directorate. .

Duties and Responsibilities
Duties under Road Assets & Corridor Management (RACM)
• Overseeing the preparation of roadside development and control;
• Overseeing the formulation of road asset management policies;
• Coordinating the undertaking of annual road inventory and condition surveys;
• Overseeing the preparation of engineering design of road maintenance works;
• Coordinating the compilation and analysis of annual road maintenance work programmes;
• Liaising with kenya roads board and other stakeholders on management of roads maintenance levy fund (rmlf);
• Overseeing the preparation of annual procurement plans;
• Coordinating the operations of the authority’s regional offices, preparation of directorate budget;
• Ensuring expenditure controls and measures within the directorate;
• Overseeing the implementation of road works emergency response programmes,
• Overseeing the preparation of tender documentation for road works;
Duties under Urban Roads Planning and Design (URP&D)
• Overseeing road Planning and preparation of Road Investment programs;
• Overseeing undertaking of traffic surveys and management of traffic data;
• Collecting and collating economic, environmental and social data for road investment programmes and strategies;
• Providing training on road safety audits, accident data analysis, design reviews and implementing road accident counter-measures;
• Partnering with other Agencies for improved road emergency response and undertaking public sensitization on road safety;
• Reviewing roadside development applications and field reports;
• Overseeing the supervision of road structures programs;
• Taking overall responsibility for developing and monitoring bridge maintenance and construction programmes;
Duties under Urban Roads Development (URD)
• Overseeing preparation of short, medium and long term road works programmes;
• Coordination of preliminary and detailed engineering road designs;
• Oversee the preparation of preliminary and detailed engineering designs of road structures;
• Coordinating preparation and finalization of road works tenders;
• Overseeing preparation of procurement plans for road work programmes;
• Liaising with external financing agencies for resource mobilization;
• Reviewing standards and specifications for road works;
• Supervision of roads and structures works contracts;
• Coordinating preparation of directorate budget;
• Ensuring expenditure controls and measures within the directorate;
• Facilitating resource mobilization from government and development partners;
• Facilitating resource mobilization through public private partnerships;
• Enhancing efficiency in utilization of financial resources;
Duties under Policy, Strategy & Compliance (PSC)
• Coordinating the preparation, monitoring and evaluation of the strategic plans and projects;
• Leading research and materials testing function and enhancement of knowledge transfer;
• Coordinating the preparation of quality assurance plans;
• Coordinating the undertaking of technical audits for works and services;
• Overseeing the preparation of reports on quality assurance findings and recommendations;
• Formulating the authority’s risk management policies, programmes, strategies and procedures;
• Coordinating the preparation of risk assessment and classification system/criteria; overseeing identification of priority areas for risk assessment and mitigation planning;

Qualifications and Competencies
For appointment to this grade, the ideal candidate must:-
• Have a minimum of twelve (12) years’ experience in relevant work and at least five (5) years in a management role in the Public Service or in the Private Sector;
• Have a Bachelor’s degree in Civil Engineering or equivalent qualification from a recognized institution;
• Have a Master’s Degree in a relevant field from a recognized institution;
• Be registered by Engineers Board of Kenya as a professional Engineer with a minimum post registration experience of eight (8) years;
• Have a valid annual Practicing License from the Engineers Board of Kenya;
• Have a certificate in Leadership Course from a recognized institution;
• Be a member of the Institution of Engineers of Kenya (IEK);
• Have proficiency in computer applications;
• Fulfil the requirements of Chapter Six of the Constitution; and
• Demonstrate merit and ability as reflected in work performance and results.
