JOB DETAILS:
Director, Technical Services
Qualifications, Skills and Experience Required:
For appointment to this grade a candidate must have: -
1. Twelve (12) years relevant work experience ten (10) of which must have been in top management;
2. Bachelor degree (KNQF Level 7 or equivalent) in Education, Engineering, Architecture or related field from a recognized university in Kenya;
3. Master’s Degree (KNQF Level 9) in Curriculum Development, Quality Assurance, Assessment and
4. Examination or Higher Education from a recognized university in Kenya ;
5. Doctorate Degree (KNQF Level 10) in Curriculum Development, Quality Assurance, Assessment and
6. Examination or Higher Education from a recognized university in Kenya is an added advantage;
7. Professional qualification and membership where applicable;
8. Leadership course lasting not less than four (4) weeks;
9. Proficiency in computer applications;
10. Fulfil the requirements of Chapter Six (6) of the Constitution.

Responsibilities:
Key Duties and Responsibilities
1. Co-coordinating and supervising the development of policies on national
2. qualifications;
3. Developing a framework for the development of an accreditation system on
4. qualifications;
5. Developing a system for assessment of national qualifications;
6. Developing and review inter-relationships and linkages across national qualifications
7. in consultation with stakeholders, relevant institutions and agencies;
8. Maintaining a national database of national qualifications;
9. Publishing manuals, codes and guidelines on national qualifications;
10. Advising and supporting any person, body or institution which is responsible for the
11. award of national qualifications;
12. Publishing an annual report on the status of national qualifications;
13. Setting standards and benchmarks for qualifications and competencies including
14. skills, knowledge, attitudes and values;
15. Defining the levels of qualifications and competencies;
16. Providing for the recognition of attainment or competencies including skills,
17. knowledge, attitudes and values;
18. Facilitating linkages, credit transfers and exemptions and a vertical and horizontal
19. mobility at all levels to enable entry, re-entry and exit;
20. Conducting research on equalization of qualifications;
21. Establishing standards for harmonization and recognition of national and foreign
22. qualifications;
23. Building confidence in the national qualifications system that contributes to the
24. national economy;
25. Providing pathways that support the development and maintenance of flexible access
26. to qualifications;
27. Promoting the recognition of national qualifications internationally.
