Digital Learning Programme Manager
General Background
UNHCR Kenya is committed to the principles of inclusion of refugee and asylum-seekers, ensuring that interventions in supported learning institutions are anchored in the national education and training system, progressively adhering to national policy, regulations and standards. Digital literacy is a key priority for the Government of Kenya, as evidenced in Vision 2030, Sessional Paper No. 1 of 2019, the National Education Sector Strategic Plan 2018-22, Kenya Digital Economy Blueprint 2019 and the Competency Based Curriculum.
In camp settings, significant investments by the international community have been made in digital literacy over the past five years with more children, youth and adults using technology to enrich their learning in class and in the community, as well as expanding opportunities for paid work. These include opportunities in formal primary and secondary schools as well as in community centres. Inputs include internet connectivity, power, and equipment as well as content and training for use by teachers or coaches and students.
In 2022, it will be critical to maintain and expand these investments in education and training with the aim of leveraging technology to improve learning outcomes, and in support of durable solutions.
Purpose And Scope Of Assignment
This position is hired by UNHCR and reports to the Assistant Education Officer, working closely also with the Education Associate.
The incumbent will be responsible for the implementation of digital learning interventions in line with the strategic direction of the Education Sector. This will include:
• Support to programme set-up and consolidation: Provide programmatic and operational support to the setup and consolidation of the digital learning locations in schools and community hubs across Dadaab Camps including regular visits to schools
• Programme Management: Responsible for supporting the implementation of the digital elarning programme in accordance with approved time schedules, budgets and both UNHCR and donor guidelines and procedures.
• Monitoring & Evaluation: Support Coaches and partners in monitoring the programme, including support in the effective use of online tools for data collection and analysis on digital learning programme usage -
• Resource Planning & Management: Support the work of the Coaches in the schools and ensure effective and optimal deployment and use of reporting platforms and tools.
• Training and Support: Provide on-the-job training, and facilitate training by others, to Coaches, partners and other stakeholders in using educational technology, ICT maintenance and other relevant areas. Train Coaches in use and basic maintenance of the equipment, use of content, integrating technology into lesson planning and delivery.
• Alignment with national system: Support UNHCR and partners to align digital learning interventions with the requirements of the national education system including review of hardware, content and teacher training programmes
Monitoring And Progress Controls
Coordination of digital learning programmes in Dadaab refugee complex and host communities as appropriate
• Collect and analyse data and information pertaining to digital learning programmes
• Support planning of digital learning inputs ensuring equitable distribution and usage across learners, schools, centres as required
• Identify areas of synergy/ options for shared resources
7. Project management of directly implemented digital learning programmes (e.g. Instant Network Schools) including but not limited to:
• Technical maintenance and support (registration of assets, repair and maintenance)
• Coach/ staff management and mentorship
• Monitoring and reporting through Assistant Education Officer
8. Capacity development of project staff (refugee and national) across digital learning programmes
• Provide one-off and continuous training for coaches/ staff based on identified needs
Qualification And Experience
• Education
• A University degree in ICT, Education or other relevant discipline
• Work Experience
• 5 years of proven experience with various distributed ICT Systems and Networks, preferably in a development setting
• Background in education projects and knowledge in educational technology
• Experience working in harsh environments with low bandwidth field technologies.
