JOB DETAILS:
The organization’s East Africa Branch (EAB) office is located in Nairobi, Kenya with other offices across the East Africa Region. The primary goal of SoH EAB is to address humanitarian and developmental challenges within East Africa (Uganda, Kenya, Ethiopia and South Sudan) while increasing capacity of local structures to deliver effective and quality humanitarian relief and development cooperation.
Based in Nairobi, the Development and Cooperation Officer (DCO) will be a key member of SoH’s EAB grant management team and will report to the East Africa Representative (EAR). Occasional travel to field sites may be required. The DCO will primarily be responsible for building and maintaining strong local partnerships in the Development Cooperation/Sustainable Development sector across geographic areas where EAB works, and for ensuring effective management of partnerships. The DCO will work collaboratively with the grant team, as well as with technical coordinators and the finance and operations teams in designing and development of new project ideas, proposals and grant applications. Working closely with the regional team, he/she will also contribute to overall grant and project cycle management efforts and work to ensure adherence to donor regulations and compliance across project grants and sites. Working closely with the regional team and Country Representatives (CRs), the DCO will support in coordination and managing the project cycle in accordance with the SoH’s guidelines, including undertaking partner assessments, conducting due diligence, ensuring partners understand applicable donor regulations, and managing partner deliverables.

Core duties
· Partnership Building & Management- 30% Level of Effort (LoE)
· Partner Identification, Mapping, vetting and Management:
· Undertake partner assessments and maintain clear, accessible documentation of identified organizations.
· Prioritize engagement with local partners/potential partners and lay the groundwork for long-term relationships with partners, rather than project- or funding-specific engagements, with the aim of ensuring there is a mutual, collaborative effort by SoH and partners.
· Participate in partner engagement processes according to SoH guidelines including undertaking partner assessments
· Support in the development of teaming agreements and working with partners to ensure the various technical narrative and non-technical inputs are shared in a timely manner.
· Donor and partner Liaison:
· Establish long term relationship with institutional and other donors in EAB
· Establish/develop tools for donor engagement including audio and visual tools
· Maintain good and effective contacts with the local operators in the field, with the national authorities and institutions, with representatives of the international donors, with NGOs and other local non-official actors.
· Support policy dialogue with all relevant ministries, agencies, donors and other relevant stakeholders in the areas of NGO’s sector development
· Support Partnership Agreements / Project Cycle Management-30% LoE
· Proposal Development: Support the Grants team in the proposal development process, as needed, through compilation of inputs to technical proposal narratives/concept notes and annexes; development and/or review of budget narratives, and initial review of proposals to ensure proper proposal templates and grant management procedures are followed.
· Ensure needed support is provided to partners
· Support EAB and implementing partners to ensure any emergent compliance concerns are addressed during the term of the partnership/sub-grant agreements.
· Grant Management- 20%
· Supporting in Sub-grant Tracking
· Supporting the updating of a database of all project grants and following up on partner grant reporting when requested
· Support in maintain a sub-grants tracker for all partnership/sub-grant agreements including basic sub-grant details, funds disbursed, and liquidations received.
· Perform grant due‐diligence procedures including partner assessments and identify potential concerns
· Grants Reporting:
· Strengthen the capacity of partners in grant reporting (narrative and finance)
· Ensure partner inputs are received and incorporated into the initial grant report draft
· Solicit feedback from partners as questions arise on content of reports, and ensure revisions are managed in a timely manner; edit report inputs as needed.
· Overall, seek to provide high-quality, well-written and timely reports meeting SoH and donor requirements
· Ensure partners remain apprised of reporting due dates and submission dates for partner inputs.
· Project Management- 20%
· Ensure the follow-up of the implementation of assigned projects and the performance of partners, monitor contractual obligations (via periodic reviews, audits, reporting and assistance, etc.) and gather and handle external expertise.
· Working closely with implementing partners on narrative and financial project proposal development and submission to institutional donors including BMZ and others
· Together with SoH colleagues and/or other partners, development of detailed master program work plans, including activity descriptions that ensure that program activities and outputs are executed on time and to adequate quality standards
· Participate in strengthening project Risk and financial management skills for partners
· Identification of capacity gaps/needs among partners and SoH staff and development of capacity development and technical oversight plans for the same
· Provision of technical support and guidance to the project teams and partners
· Timely and efficient use of the Document Management System (DMS)
· Monitor ongoing projects, attend management and monitoring meetings, elaborate progress reports on projects and propose action if and when needed.
· Prepare and assist in missions from Headquarters.

Qualifications and Skills:
· Minimum qualification of bachelor’s degree in development studies or a related field from any recognized institution, a relevant post-graduate qualification would be an added advantage
· Working experience of at least 5 years working in a similar position in the East Africa region/countries.
· Proven track record in successful institutional fundraising and grant management (in order of preference; i.e. BMZ, Euro aid, USAID, ECHO, OFDA, CHF, etc.)
· Excellent project management skills
· Good working knowledge of office management software like MS Office (MS Excel and MS Word)
· Excellent written and verbal communication skills, knowledge of the German language would be an added advantage
· Ability to convey the highest standards of integrity, transparency and professionalism throughout working
· Ability to conceptualize problems, identify and implement solutions ◦ Capacity to analyse and structure information
· Ability to communicate in meetings, Capacity to communicate technical or specialised information, Capacity to present issues to an audience,
· Drafting skills and Negotiation skills
