Overview
Duties and Responsibilities
The Deputy Director Shipping and Maritime, (Marine Casualty Investigation) will be answerable to the Principal Secretary, for the overall administrative, management and coordinating functions in the Marine Casualty Investigation Department.
Duties and responsibilities will include:-
• overseeing the formulation, reviewing and implementation of policies and strategies to enhance maritime safety, security and protection
• investigating major marine accidents and compiling final reports
• coordinating recovery of ship wreckage, managing and conducting on-site accidents and incident assessment
• identifying and taking witness statement and conducting witness interviewing
• collecting, documenting, analyzing and preserving evidence and preparing preliminary marine accident/incident reports
• Developing, issuing and monitoring implementation of safety recommendations
• keeping custody of information/data on marine accidents/incidents and developing and managing mandatory and voluntary incident reporting systems
• promoting marine accident prevention programmes
• liaising with International bodies on marine accident investigation
• Development, implementation and realization of the department’s Strategic Plan and objectives; (xi) coordinating, preparation and implementation of the department’s performance contract and appraisal systems
• managing and accounting for the finances and assets of the department
• ensuring operational accountability and management and development of staff
Requirement
• served for a minimum period of three (3) years at the grade of Assistant Director Shipping and Maritime, CSG 7 or in a comparable and relevant position in the wider public service or private sector
• A Bachelor’s Degree in any of the following disciplines: Social Sciences, Marine Engineering or Economics from a university recognized in Kenya
• a Master’s Degree in any of the following disciplines: Maritime Studies, Shipping Management, Maritime Law, Maritime Affairs, Maritime Education and Training, Maritime Environment Protection or Environment Science from a university recognized in Kenya
• Demonstrated professional competence, managerial and leadership capability and thorough understanding of national goals, policies and objectives and ability to relate them to the Shipping and Maritime function

Level of Education: Postgraduate Degree
