Job Descriptions
This is the highest grade in the cadre. An officer at this level will be responsible to the Director, Corporate Services for overall management of the Finance Function at the Council. Duties and responsibilities will entail:
• Formulating the finance policies, strategies, programme and regulations;
• Driving the finance strategy for the organization;
• Managing finance risk framework;
• Managing and reviewing financial and accounting policies, strategies and plans;
• Custody of accountable documents;
• Ensuring timely payments of loans; competitive sourcing for development funds;
• Identifying alternative source of revenue;
• Managing organization liquidity; providing advisory services to the management and other stakeholders on all financial and accounting matters;
• Interpreting and implementing financial accounting principles, regulations and procedures;
• Coordinating preparation of quality management and statutory financial reports;
• Authorizing payments;
• Ensuring compliance with financial statutory requirements;
• Managing taxation matters of the organization;
• Compiling and submitting responses to audit queries from KENAO Certificate of Audit;
• Development of performance targets and work plans; and
• Overseeing training, development and deployment of accounts staff.

Person Descriptions
For appointment to this grade, a candidate must have:
• Served in the grade of Assistant Director, Finance for a minimum period of three (3) years;
or
• served in a public service or any other reputable organization for at least twelve (12) years five (5) of which should be in a relevant senior management position;
• Bachelor of Commerce degree (Accounting or Finance Option) or Business Management/ Administration (Accounting or Finance Option), or an equivalent and relevant qualification from a recognized institution;
• Master’s degree in either Commerce (Accounting or Finance Option), or Business Management/ Administration (Accounting or Finance Option), or an equivalent qualification from a recognized institution;
• Passed Certified Public Accountants – CPA (K) Examination or an equivalent qualification from a recognized institution;
• Been registered with the Institute of Certified Public Accountants of Kenya (ICPAK) or any other relevant professional body; and
• Certificate in Leadership/Management Course lasting not less than four (4) weeks from a recognized institution
