For appointment to this grade an officer must have: -
• At least nine (9) years relevant work experience in Public Service or Private Sector, three (3) of which in Management;
• Bachelor’s degree in any of the following:- Computer Science, Information Technology, Network Administration, Software Engineering or related field;
• Master’s degree in any of the following:- Computer Science, Information Technology, Network Administration, Software engineering or related field;
• Leadership Course lasting not less than four (4) weeks from a recognized institution (v) Professional Diploma/Certificate in any of the following:-
• CompTIA A+ Certification.
• CompTIA Network+ Certification.
• CompTIA Security+ Certification.
• Cisco CCNA Certification.
• Cisco CCNP Certification. 83
• Microsoft Certified Solutions Associate (MCSA)
• Microsoft Certified Solutions Expert (MCSE)
• Shown merit and ability as reflected in the work performance.

Responsibilities:
Duties and responsibilities at this level will entail: -
• Ensuring optimal operation of all network hardware and equipment e.g. routers and switches; and
• Ensuring network connectivity of all servers, workstations, telephony equipment, fax machines, and other network appliances.
• Overseeing the Monitoring and administration of the Network to ensure continuous availability of services and respond to any arising network issue.
• Ensuring the Planning, designing and implementing of secure networks.
• Collaborating with relevant stakeholders on the development of Infrastructure Standards.
• Providing guidance on the Application of appropriate software to monitor Government of Kenya Ministries, Departments & Agencies networks and systems.
• Coordinating research on emerging issues on network and systems and recommend appropriate mitigations.
Responsibilities:
• This position holder is responsible for providing the Authority’s Strategic Leadership in Programme’s Planning, Monitoring, Evaluation, Knowledge Management and Learning. He/she will be responsible for designing, managing, monitoring and evaluation systems and tools for implementation of the Authority activities, programs and projects. Specific duties will entail: -
• Providing overall strategic leadership of Authority’s monitoring and evaluation strategies in accordance with the Authority’s strategic plan;
• Ensuring quality assurance of all of the ICTA’s programmatic work in line with Authority’s Strategic Plan;
• Providing leadership in the development and implementation of Monitoring and Evaluation capacity building strategy;
• Ensuring programming and learning in implementation of the Authority programs;
• Ensuring the provision of periodic evidence-based information including statistics to the International Authority Office and Government;
• Overseeing the planning, design and implementation of the Planning & Research , Monitoring & Evaluation Department Work plan in accordance with the strategic goals of the Authority;
• Ensuring regular field visits to ensure quality of data collection and management systems and provide solutions; and
• Undertaking overall supervision and performance management of staff in the Division
