JOB DETAILS:
Your purpose:
• The DCOP-S will report to the Chief of Party. The DCOP-S supports the Chief of Party and will be responsible for the overall management for the programs support functions, which comprise administration, IT, HR, and logistics including procurement, warehousing and fleet management as well as security. You will ensure appropriate systems are in place to meet program needs, while ensuring the effective and efficient use of Concern’s resources.
• The DCOP-S will work with the COP and liaise with consortium partners, Concern’s Advisors/Specialists, Programme Managers, Finance and System Departments, and Concern HQ. The DCOP-S will supervise systems staff including professional performance management and coaching.

You will be responsible for:
• Support the Chief of Party (COP) in the implementation of the project based on the strategy as set by COP
• Support the delivery and focus on strategic priorities, project objectives, and activities to meet results planned and designed for the project.
• Ensuring compliance with organisational and donor rules and regulations, particularly with respect to financial and contract management, budget and expenditure monitoring.
• Ensure that key Concern support procedures (Procurement and Logistics, Transport, HR, IT, Security Management Plan) are continuously updated as required and appropriate to the context.
• Ensure that all staff are aware of and comply with Concern’s policies and procedures
• Ensure timely reporting to all relevant authorities, governmental bodies, donor or Headquarters.
• Ensure that the logistics function of Concern is strengthened to adequately support programmes in all aspects of logistics including but not limited to procurement, storage and stock management, transport and distribution of goods and facilitation of services.
• Ensure effective and efficient HR management, logistics and administration.
• Ensure appropriate IT support for the programme.
• Ensure Security Management Plan is updated and SOPs rolled out throughout the programme.
• Ensure all the measures are in place for occupational health and safety regulations.
• Ensure implementation of Concern’s Code of Conduct and Safeguarding policies across the programme.
• Liaise with the government, consortium partners, other INGOs, legal advisor, and other relevant stakeholders for effective coordination and implementation of logistics, HR and administration.
• Responsible for assuring Concern is compliant with local legislation, rules and regulations in terms of visas, tax, and labour law.
• Ensure adherence/compliance with Concern’s Code of Conduct, Programme Participant Protection Policy, Safeguarding policy and associated policies.
• Promote and ensure accountability to programme participants and Core Humanitarian Standard (CHS) and Do No Harm principles, and ensure high ethical research standards, particularly given the sensitive nature of the topic areas throughout programme implementation.
• Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards.
• Develop and manage a team that includes diverse backgrounds, including finance, marketing, monitoring, evaluation, and learning, to successfully co-create and support sustainable models for local and county level food and nutrition security. This would include to ensure that gender equality and diversity principles are upheld in the recruitment, orientation, performance and management of staff.
• Ensure that efficient systems are in place to support all aspects of the project, including grant management, M&E systems, and technical assistance provision, in compliance with organizational procedures.

Your skills and experience will include:
Essential:

• Minimum of five (5) years’ experience in the development sector in at least three of the following areas: logistics, admin, HR, IT, security.
• Minimum three (3) years of successful experience as Deputy Chief of Party, Team Leader, Systems Director or equivalent position for USAID or a similar donor agency-funded project which included team management and budgeting experience.
• At least Bachelor’s degree in public administration, business administration, social science or related disciplines.
• Strong financial management and international donor compliance skills.
• Experience in helping to build effective relationships with senior representatives of donor, particularly USAID, INGO and Government structures and to represent at national or international level fora.
• Experience tendering and contract management
• Experience dealing with local authorities, national and international NGOs
• Strong analytical, interpersonal, communication and organisation skills.
• Excellent communication and interpersonal skills.
• Excellent written and spoken English languages skills.
