JOB DETAILS:
Domestic Resource Mobilization and Development of TB Financing Road Map for Kenya
• Provide oversight on planned project baseline assessments Support NTLP and key stakeholders to develop and implement a phased capacity building plan to improve the budgeting process for TB county coordinators
• Support NTLP to develop and implement a county-level TB resource tracking system
• Assist the NTLP to produce a TB Financing Roadmap
• Lead the HS4TB team advocacy effort for political buy-in at various for a including but not limited to MoH, council of governors, and county health technical working groups
Outsourcing and Social Contracting
• Liaise with counterparts in Kenya to mobilize documents, information, and data necessary for assessment of current outsourcing practices, technical requirements. Lead planning, and implementation of stakeholder meetings and workshops.
• Support performance monitoring of social contracts with non-state entities
• Work with HS4TB project staff to integrate and synthesize assessment findings leading to identification and assessment of models for outsourcing and social contracting in Kenya, legal, policy and regulatory and other opportunities and constraints to their expanded use for the benefit of the national TB program.
Donor and Partner Relations
• Be the primary point of contact for the HS4TB team with the assigned USAID/Kenya Mission team
• Work closely with the NTP (National TB Program), MoH, and other Ministries as identified to maintain strong ties and ensure that the necessary steps for outsourcing can be followed by the Government of Kenya
Education
• Advanced degree in health policy and finance, health economics, health systems, public health or a related field is required.
Experience
• Ten (10) years’ experience leading teams or managing projects
• Experience working with the county governments, Ministry of Health or other government ministries required.
• Experience in working with USAID-funded projects strongly preferred
• Experience with public health programs supported by bilateral agencies, such as USAID, and international agencies, such as WHO (World Health Organization) and World Bank, preferred.
• Demonstrated managerial and organizational skills in a developing country setting with flexibility to adapt to changing priorities and deadlines.
