Reports to: Agency leadership: ADRA Kenya Board Chair
Employment: EKUC President (and ISE matters through ECD/GC-IPRS) Professional: Executive Director, ADRA Africa
Programmatic: Donor country Executive Directors.
Supervises: Programs Director, Finance Director, HR/Admin Officer and IT/PR Officer.
Qualifications: Master’s Degree preferred in development, administration or related field.
Experience: At least 5 years administrative/international development experience, especially within the ADRA network. Leadership experience in Adventist Church administration is desirable.
Language: English fluency (written/spoken) required. It will be desirable to learn some Kiswahili.
Job Summary:
Ensure achievement of the mission of ADRA Kenya. Engages with the Adventist Church as a member of the Executive Committees of the East Kenya Union Conference (EKUC) and the West Kenya Union Conference (WKUC).
1. STRATEGY - Vision, Planning and Design
The mission, vision and strategic direction of ADRA Kenya, in the context of the Adventist Church mission, is known, understood and followed by all staff and expressed in plans and projects.
Guidelines
1.1 Ensures ADRA Kenya fulfils ADRA network mandate within Kenyan context and Adventist mandate.
1.2 Facilitates development of the Strategic Plan by the Board, and supervises implementation and communication to all staff.
1.3 Supports the Programs Director in the development of projects and proposals.
2. STEWARD - Resource Management
ADRA Kenya’s programs are supported with good governance, finance, personnel, information, program, and management systems, adhering to network policies and supporting the Adventist Church mission. Monitoring, evaluation and feedback ensure program quality improvement.
Guidelines
2.1 Carries out secretarial duties/support for the Board and AGMs; preparing agendas, circulating notices, and promptly preparing/circulating minutes. Ensures continuous education for Directors.
2.2 Oversees the development and review of policies for finance, personnel, information and programs in harmony with ADRA/Adventist policies and guidelines, and communicates policies to all staff.
2.3 Oversees development, implementation and spiritual leadership of finance, HR and program systems, regularly evaluating with participatory approaches to ensure excellence.
2.4 Convenes/chairs the weekly Administrative Committee (ADCOM). Ensures prompt production/distribution of minutes. Ensures Terms of Reference are Board-approved.
2.5 Supports any required management committees, with ADCOM-approved Terms of Reference, such as Program Committee (PROCOM), and Finance Committee (FINCOM).
2.6 With the Programs Director evaluates processes, performance and impact measurement, educating project leaders to ensure compliance with all regulations and contractual requirements.
2.7 Creates and maintains institutional agency memory through information management systems, personnel records, staff overlap/continuity and mentoring.
2.8 With the Finance Director ensures regular auditing of all projects and administration accounts.
2.9 With the Board ensures the financial and legal security of ADRA Kenya, including financial reserves.
2.10 Ensures plant/office buildings are maintained and repaired to meet agency needs/image.
3. TEAM BUILDER – People Development
Personnel, whose talents match their roles and responsibilities, are working harmoniously and productively to achieve goals within the mission and values of ADRA and the Adventist Church. Performance is being managed to motivate positively and enhance individual capacity.
Guidelines
3.1 Leads all recruiting and orientation processes ensuring the best people are employed.
3.2 Coaches leaders on how to recruit and orient new staff in their responsibilities.
3.3 Implements a performance management system for staff. Conducts regular field visits.
3.4 Gets to know administrative staff and project leaders and delegates responsibilities to ensure optimal decision-making.
3.5 Supervises the staff capacity building program to ensure all training needs are met.
3.6 Supervises development/implementation of risk management procedures for human/physical resources.
3.7 Coordinates the provision of external technical assistance to programs.
4. COMMUNICATOR – Relationships and Support
Relationships with all stakeholders (Board, Adventist Church, donors, ADRA entities, government, NGOs, international organizations, staff) involved in helping ADRA Kenya to achieve its mission and meet its clients’ needs, are developed to ensure adequate support to program and administrative requirements.
Guidelines
4.1 Fosters strategic relationships with key personnel within the Adventist Church, government, NGO/international organizations and donors.
4.2 Participates in Adventist Church meetings to promote/integrate ADRA Kenya into Adventist mission.
4.3 Ensures that all required stakeholder reports (Board, government, donors, Adventist Church, ADRA Regional Office, ADRA International) are submitted.
4.4 Ensures that all requests from stakeholders are responded to promptly.
4.5 Facilitates a systematic and appealing marketing approach to fundraising.
4.6 Represents the agency in an official capacity to key stakeholders and the public.
4.7 Ensures ADRA Kenya is represented at key technical and programmatic meetings.
4.8 Promotes staff networking to enhance their ability to meet clients’ needs.
4.9 Ensures use of up-to-date appropriate technology that enhances communication.
5. QUALITY OF LIFE PROMOTER – Values and Spirituality
Administrators demonstrate integrity, accountability, transparency and Christian values in their conduct and that this is mainstreamed in all agency operations. Personnel work professionally with integrity, humility and empathy, treating others with respect, love and fairness without discrimination while maintaining a healthy balance between work and personal needs.
