JOB DETAILS:
The German Ministry for Economic Cooperation and Development through Malteser International in partnership with the Ministry of Health (MoH) and stakeholders is implementing a Multi-Stakeholder Partnership (MSP) Project in Kenya which seeks to contribute to improved health services in Kenya by supporting the MAP dialogue structures to optimize the training and deployment of selected specialized health professions. The project has the following outcome and outputs:
Outcome 1: A sustainable MAP dialogue structure in Kenya to improve availability, deployment and working conditions of health professionals is set up and functional
Output 1.1: The set up and functional-methodological strengthening of the MAP dialogue structure for the facilitation of medical specialized health personnel has improved
Output 1.2: Gaps and solutions for specialised health professionals assessed and prioritized in common strategies of MAP collaboration structures
Output 1.3: Good practices and pilot experiences developed, implemented and analysed by mobilizing new actors and resources
Output 1.4: Establishment of a dialogue structure in Germany to promote neglected health professionals in Africa
Purpose of the Consultancy **
The MSP project has been implemented for 51.5 months in phase 1 (15.09.2017 – 31.12.2020) and phase 2 (01.01.2021 – 31.12.2021) by the MSP core team of MI, Amref Health Africa and Kenya Healthcare Federation (KHF). This end of project evaluation focuses on the entire implementation period. The evaluation is forward looking and will capture effectively experiences and lessons learnt and provide information on the nature, extent and where possible, the potential impact and sustainability of the MSP project.
The evaluation will assess the project design, scope, implementation status and the capacity to achieve the project objectives. It will collate and analyze lessons learnt, challenges faced and best practices obtained during implementation which will inform the programming strategy for subsequent MSP initiatives. The emphasis on learning lessons speaks to the issue of understanding what has and what has not worked as a guide for future planning.
The evaluation will assess the performance of the project against planned results. It will assess the preliminary indications of potential impact and sustainability of results including the contribution to improved health services in Kenya by supporting the MAP dialogue structures to optimize the training and deployment of selected specialized health professions. The results of the evaluation will draw lessons that will inform the key stakeholders of this evaluation who are the Ministry of Health, Associations (AMRO, CHESOA, KCEMT) and Learning Institutions (Masinde Mulilro University, KMTC). The evaluation will generate knowledge from the implementation of the MSP project by the various implementing partners (Amref Health Africa and Kenya Healthcare Federation) and reflect on challenges; lessons learnt and propose actionable recommendations for future programming and sustainability.
Expected Results
The selected consultant/firm will be expected to deliver on the scope of work below
• Inception report outlining the detailed approach and methodology to this assignment which will be discussed and agreed with Malteser International
• Evidence Generation: The consultant will conduct fieldwork to the program areas and target beneficiaries to collect evidence on the good practices to inform future programming and provide raw data
• Document good practices, lessons learnt and other achievements of the MSP project and draft a detailed report
• Provide a final detailed report on the MSP project to capture effectiveness of the project design, performance of the project against the planned activities, nature and extent of the potential impact and lessons learnt under the following format:
• Front page with title of the evaluation, date and authors of the report
• Executive summary that presents the key points of the different sections
• Introduction and objectives of the evaluation
• Methodology and limitations of the evaluation
• Project description
• Evaluation findings
• Conclusion and recommendations
• Relevant annexes, which as minimum must include: list of people/organizations interviewed or consulted, full version of all data collection tools, list of the documents reviewed, evaluation plan, these terms of reference for the evaluation
• Summary of the findings on Ms PowerPoint of the MSP project that can be used for subsequent dissemination: in conferences, stakeholder meetings, etc.**
• Final cleaned dataset used for analysis and production of final report in an accessible electronic format (excel, SPSS etc). all raw data (quantitative data files, transcripts of FGDs etc) should also be submitted for reference and future use.
Timeframe and deliverable
The work detailed in this term of reference to be done for 25 working days from 6th December 2021. Key deliverables for the assignment include the following.
Review Stages
Preparatory Stages
Review and agreement on the technical and financial proposal, Agreed ToR, Fully signed contract - 1 day
Inception Stage
Inception: review criteria matrix, mapping all stakeholders and key documents for review, Inception report - 2 days
Data Collection Stage
Desk Review, Raw data, Draft Report - 3 days
Stakeholders’ data collection - 7 days
Reporting Stage
Compilation/Analysis of the findings/recommendations, Draft end-term report - 4 days
Summarize the analysed findings to a PowerPoint presentation, Power-point presentation of the Findings - 2 days
MI and stakeholder reviews and feedback on the draft report (validation), MI responses - 3 days
Submission of reviewed draft report, Consultant to present final report - 2 days
End term report, Final report submitted to MI - 1 days

Roles and Responsibilities
MI will:
• Provide the relevant project documents for review
• Mobilise project beneficiaries and other stakeholders to participate in the evaluation
• Provide logistical support for the whole exercise
• Provide technical oversight, quality assurance as well as quality control for the evaluation as necessary
• Provide venue and equipment for the presentation and dissemination of the findings
The consultant will:
• Sign a Non-Disclosure Agreement (NDA) prior to commencement of this assignment
• Provide technical input in the design and implementation of the assignment
• Provide leadership of the whole evaluation process
• Deliver the assignment deliverables as specified in the ToR
Key Competence
The consultant/consultancy firm should demonstrate experience in
• Advanced university degree in Public Health, Development Studies or Social Science, or related field
• Sound technical knowledge of multi-stakeholder partnerships particularly on specialized health professions is preferred.
• At least 5 years of relevant consultancy experience.
• Demonstrated knowledge of project evaluations for development and multi-stakeholder projects.
• Work with public health sector, preferably with unregulated health sectors
• Possess strong research skills including ability to collect and analyse data using ICT.
• Demonstrated high level of professionalism and ability to work in tight timelines.
• Excellent report writing and documentation skills

The technical evaluation shall be weighted at 85%
