OBJECTIVES
Review of existing communications practices in the organization which includes drafting a communications strategy to fit KCDF needs.
- Develop a communication strategy aimed to increase awareness and knowledge of KCDF’s mandate.
- Develop a costed communications implementation plan for the communication strategy.
- Identification of target audience/stakeholders.
- Identification of the communication objective for each targeted audience.
- Create key program messages based on accomplishments and evidence.
- Identify the required capacity to implement the proposed strategy.
SCOPE OF WORK
The objective of this assignment is to develop a communication strategy aimed to increase awareness and knowledge of KCDF’s work and its mission; to prepare a detailed strategy, and a detailed communications plan with a detailed budget for implementation of the communication strategy.
Under the guidance of KCDF, the specific tasks of this assignment include:
- Conduct a desk review of available data such as the communications strategy (2017) and the existing communications plan.
- Conduct a desk review of KCDF’s Strategic Plan 2019-2023 mid-term review and how it will align with the communications strategy.
- Conduct a baseline assessment to inform the development of the communication strategy this will include a review of documents and publications KCDF has developed in the last twenty-five years and ensure there is no duplication of materials being produced.
- Develop a communications strategy for KCDF to enhance the awareness, understanding, and knowledge of the public, key stakeholders, private sector, civil society, etc. at the global, regional, and national levels.
- Specify appropriate communication channels, dissemination methods, and media such as video, print, online media, traditional media, and social media, among others, to effectively communicate key messages to specific stakeholders.
- Design a standard publication layout for KCDF for use in its future publications.
- Develop a brand style guide for all communications on KCDF’s work to ensure consistent formats for publications and communication products.
- Develop a costed communications implementation plan for the communication strategy including the annual activities related to communication.
TIMELINE AND REPORTING
Deadline for submission: 4th November 2022
Review and scoring of proposals submitted: 7th - 9th November 2022
Consultant interviews: 14th November 2022
Awarding of consultancy: 16th November 2022
Assignment duration: 17th November - 7th December 2022 (21 calendar days)
The consultant reports to the Communications Manager under the overall supervision of the Executive Director. The consultant will produce the following deliverables:
- Main Inception Report
- Communications Strategy
- Communications Workplan
- Updated Branding Style Guide
FINANCIAL REPORTING
A financial proposal should be submitted alongside the technical proposal. The financial proposal must express the professional fees for the assignment and any other fees to be charged. Where applicable, travel costs of the consultant, transfers, and daily allowance will be as per the KCDF rate and payable in addition to the daily consultancy fee.
Payment shall therefore be made according to the following deliverables:
- Thirty percent (30%) after submission and acceptance of the main inception report.
- Forty percent (40%) after submission and acceptance of the draft deliverables.
- Thirty percent (30%) after submission and acceptance of the final deliverables.
REQUIREMENTS
The lead consultant should have the following qualifications:
- Advanced University degree in Communication, Marketing, Development Studies or related field.
- Extensive work experience and proven record in producing communications, marketing, campaigns, advocacy, policy, materials for use by organizations.
- Have at least five (5) years advanced experience in strategic communications, public advocacy, which must include developing communications and advocacy strategies at global, regional, and national levels.
- Experience working in education, livelihoods, environment, and natural resource management, and/or social development.
- Have a good understanding of community development and philanthropy issues.
- Have excellent proven written and spoken English and strong oral and written communication skills.
PROPOSAL SUBMISSION

- Their CV highlighting similar assignments relevant to this TOR call.
- The technical and financial proposal clearly demonstrates the consultant’s firm skills and experience in the strategy development process, methodology and approach, a detailed work plan, and a detailed budget.
- At least three references of previous similar work undertaken in the last five years.
