POSITION SUMMARY
• The Carbon Markets Policy Manager, Africa, is a member of the Global Policy and Government Affairs program. Their primary duty will be to serve as a resource on the African carbon policy landscape track the evolution of carbon markets policies, engage with national policy processes and support Africa Field Division regional staff and the Conservation Finance Division team with project-related support. With growing carbon market interest in Africa, this is an exciting opportunity for an individual to leverage their knowledge of the voluntary carbon market and policy landscape to influence CI’s Nature for Climate Objectives in the region.
• The position will report to the Policy Director, Africa, with frequent engagement with the Africa Conservation Finance Division colleagues. The Carbon Markets Policy Manager will have the opportunity to engage in a range of policy issues and work within a highly collaborative programme across the region and the globe.

RESPONSIBILITIES
• Track the evolution of policies related to carbon markets in Africa, including but not limited to compliance market mechanisms, REDD+ policy, and jurisdictional/nesting guidelines, Article 6 domestication, and policies impacting the voluntary carbon market including but not limited to the treatment of carbon rights, project governance, benefit sharing mechanisms, fiscal regimes, etc.
• Engage with national policy processes and support CI country teams and the Africa Field Division (AfFD) team as needed to ensure scale-up for natural climate solutions (NCS) in these national policy processes including advocacy for potential jurisdictional approaches when applicable.
• Align with internal strategic priorities defined by the AfFD, the Global Policy and Government Affairs (GPGA) Division and the Conservation Finance Division (CFD) to analyze policy options and develop policy recommendations and briefs for targeted government audiences or for CI colleagues that are involved in engaging governments on carbon markets and other related topics.
• Work with the GPGA Division to develop, plan, strategize on policy priorities related to carbon markets, and provide any support when and as needed or requested.
• Contribute to CI’s organizational positions and recommendations on carbon markets policy and share experiences from Africa within the AfFD and with other CI regions.
• Represent CI in external engagements with national governments, civil society organizations, intergovernmental organizations, national governments, and the private sector on all matters related to carbon markets, and participate and report on any multi-stakeholder dialogues which promote the use of carbon finance for NCS for the fulfillment of countries NDCs and climate ambition.
• Serve as the go-to policy expert for the CFD team in the AfFD to guide project-specific investment and designs according to policy evolution in each country/sub-national jurisdiction as appropriate.
• Support the Carbon Finance team in Africa in the preparation of NCS Project Idea Notes (PINs) and Project Opportunity Profiles (POPs) highlighting and informing on country-specific policy risks, opportunities, and mitigation risk alternatives.
• Maintain a deep understanding of the African carbon policy landscape, particularly in CI Country Programs and countries of action for CFD’s carbon project portfolio, with the ultimate aim to lower the regulatory/policy risk through early warning about policies which could negatively impact the project portfolio and through direct interventions with key stakeholders.
• Support CFD in the preparation of feasibility assessments prior to investment consideration in NCS implementation, highlighting and informing on country specific risks and opportunities.
• Supports the AfFD in the development and implementation of carbon policy initiatives in Africa and leads with the planning and coordinating of any carbon markets policy-related workshops and meetings, as well as related travel.
• Conducts research and analysis to assist with carbon markets policy engagements in Africa as and when instructed.
• Takes independent initiative and actively and fully participates in helping to keep track of the carbon market policy developments on the continent and serves as a bridge between the GPGA, AfFD and CFD teams on carbon policy.
• Performs related duties as assigned.

QUALIFICATIONS
Required
• Bachelor's degree in political science, policy, economics, or a similar field or equivalent experience.
• 4 to 6 years of experience in carbon markets and/or related policies work.
• Experience working in Africa on climate policy added advantage where experience is on carbon markets policy in the region.
• Professionalism and diplomacy to engage and communicate with governments, policy-makers, and partners.
• Excellent verbal and written communication skills.
• Fluency in written and spoken English, the ability to speak French or Portuguese an added advantage.
• Excellent organizational skills and attention to detail.
• Ability to operate with considerable independence to effectively establish priorities and work efficiently under time constraints.
• Willingness to take initiative and proactively identify solutions.
• Ability to coordinate and work effectively as a member of a dispersed team.
