1. INTRODUCTION
Fastenopfer’s longstanding engagement in Kenya dates back to the 1970s and started with pastoral activities. Fastenopfer (FO), also known as the Swiss Catholic Lenten Fund, partners with local partner organizations who are Faith Based Organisation, Self Help organisations and NGOs who plan, implement and monitor projects. These organisations are close to beneficiaries and use the empowerment approach in bringing change to beneficiaries.
The Country Programme 2017-2024 Strategy is centred on Agroecology, Savings and Credit as well as sustainable management of natural resources and peace building. The CP strategy is being implemented in the following counties in Kenya: Kakamega, Vihiga, Bungoma, Machakos, Makueni, Baringo, Busia, Kitui and Laikipia. The CP Strategy centres itself in working with solidarity group approach as its foundation. The country Programme has the following the Programme objectives:
1. Voluntary formed solidarity Groups are empowered.
2. SG using FO approach covered basic needs, reduced exploration and tackled debts.
3. Communities resolved the majority of their resource based conflicts.
4. The application of agro ecology enabled members of SG to achieve food security and heathier diets
Outcomes and indicators are formulated for the objective ( ref to CP monitoring plaN). CP kenya has decided to collect baseline values for all indicators on the basis of which the new target will be set.**
The Programme is based on several surveys, on the debt situation of target groups in the regions that the partner organisations work (April 2016) and another overall baseline (2018

Purpose of the Study
The objective of this combined baseline/midterm survey are threefold:
1. A baseline survey for the Country Programme indicators to provide a solid reference point for partnerships started in the years 2018, 2019 and 2020. This will target 5 partner organisations who are based in the following counties: Kakamega, Vihiga, Bungoma, and Busia, counties.
This baseline survey includes all (relevant) indicators from the Country Programme monitoring framework and uses the tools developed for the initial baseline to capture broader socio-economic indicators on the target groups. This baseline should also include the indicators from the midterm survey (see point 3 below).
2. A baseline survey for two partners in Laikipia, Baringo, Makueni and Machakos counties on the following indicators:
• Indicator 2.T.1: Percentage of men and women with moderate or severe food insecurity in the targeted population based on the FAO Food Insecurity Experience Scale.
• Indicator 2.A.1: Number of women and men newly implementing at least one agro ecological farming practice.
For these two indicators, specific guidance on sampling and questionnaire will be provided by Fastenopfer.
A midterm survey for three partner organisations in Kajiado, Laikipia, Baringo, Machakos and Makueni Counties, for which only data of the following indicators is to be collected
• % of m/f members of SG using FO approach who are free from external debts (indicator 1.d from the revised CP Monitoring framework)
• % of m/f members of SG with sufficient food for HH use throughout the year (indicator 2.c of the revised CP Monitoring framework)
• Men - women ratio to household incomes of SG members (indicator 5.c of the revised CP Monitoring framework)

2. Methodology of Study
Fastenopfer requires a mix of quantitative and qualitative tools; to ensure comparability, the guidelines for follow-up evaluations of the Fastenoper Kenya Country Programme need to be taken into account (mandatory are the parts for sampling and the use of the interview tools);
The data collection tools need to be adapted according to the news needs. The consultant(s) may also modify the tools as deemed necessary, but need to ensure comparability with the initial baseline. This will be discussed in the preliminary discussions and agreed upon in the inception report.

3. Tasks of the consultant
The main tasks of the consultant will be:
Preparatory work: elaboration of the methodology; develop the sample frame of the baseline survey;design/adapt/refine (as appropriate) the baseline survey questionnaire; arrange for the questionnaires to be translated into relevant languages: pre-test the questionnaires, incorporate changes into the questionnaires after pre-testing the questionnaires; hire and train the field supervisors and enumerators.
Field Work and Synthesis : to collect, verify and entry data ,to analyse the data and present the key results to Fastenopfer, following the process agreed on in the inception report.
Reporting: to compile the draft baseline survey report. Where possible, explain differences between the target groups of the initial baseline (2017) and the current survey; to receive feedback for the draft report and integrate them into the final report and to ensure proper filing and handover of all raw files and data to Fastenopfer

4. Responsibilities of Fastenopfer
• to provide the consultant with all the information and documents necessary for the completion of the agreed tasks;
• to facilitate contact to the project coordinators of partner organizations and brief them about the framework of the baseline/midterm survey;
• to approve methodology and tools as well as draft and final reports;
• to assist with all reasonable queries from the consultant which are relevant and necessary for the completion of the agreed tasks;
• to transfer the payments according to the contract.
• To ensure field logistics and accommodation are catered for

5. Role of Partner organisations
The Partner Organizations may offer support in form of providing introduction to project areas, recruitment of local data enumerators (numbers and requirements to be defined and communicated by consultant), ensuring access to all target groups through the project officers and/or animators, enabling contacts to local authorities and decision makers, and providing accompaniment and other forms of support based on mutual agreement.
The consultants should ensure close contact with each partner organisation and implicate them in relevant stages of the survey as to create a positive effect of capacity building. This will be discussed and agreed on in the inception report.
6. Outputs and Deliverables expected from consultant
The following deliverables are expected from the consultant:
Inception report. The consultant shall submit an inception report after signing of the agreement detailing on survey methods, tools and work plan. The inception report should include; schedule of Field work; proposed methodology and tools.
Presentation of Key findings to Fastenopfer and partner organsitions.
Draft survey report is expected before final report.
Final evaluation report: The consultant shall submit a final report in both hard copies and electronic copies along with all survey data (in Excel or SPSS compatible formats), transcripts of the FGDs, KIIs and photographs, completed checklists, questionnaires, case stories, quotes, photos have to be submitted. The report will be written in simple English language and must be comprehensive. The presentation will be in a logical order: survey findings, comparison with previous survey (if possible), opinion. Reference will be cited after each important facts and figures. The final report should be edited by professional incorporating all comments and corrections if any.
7. Supervision
Fastenopfer Coordination Unit, Act for Change Consulting Ltd., in Kenya will oversee the whole survey process. The country coordinator will be coordinating field work at the Partner organisations level with close collaboration with Programme coordinators.
8. Time line and Estimated Working days
The assignment is estimated to be undertaken within 30 days beginning from August and to be completed by end of August 2021.
9. Ethical considerations
The consultant should include statements within the proposal on how to ensure ethics such as confidentiality and incorruptibility during commencement of the assignment and during field works. Consultant is expected to take consent of the respondents before taking interview, conduction of focus group discussions and taking photographs and ask if their photographs, verbatim could be used for the report and for public dissemination such consent must be documented and submitted to Fastenopfer along with the final report . All documents and data acquired from documents as well as during interviews and meetings are confidential and to be used solely for the purpose of the survey. The deliverables as well as all material linked to the survey (produced by the consultant(s) or the organisation itself) is confidential and remains at all times the property of the contracting party.
