Job Description (Roles and Responsibilities)
Main purpose of job:
Developing an innovative and strategically important aviation security strategy and future engagement model while managing a wide reaching training project with support to regional aviation operations and wider Department for Transport objectives.
Roles and responsibilities:

  • The Aviation Security Strategic Development Manager will report to the Aviation Security Liaison Officer (ASLO);
  • The successful candidate will enjoy a very challenging job with significant financial, logistical and decision-making requirements. The incumbent must be flexible and customer focused to balance competing demands from a diverse range of customers and stakeholders;
  • The post holder will take on responsibility to manage and develop a new innovative aviation strategy which is being piloted in Kenya but with expectations to roll out work across the East Africa region;
  • During the 1 year pilot programme, the post holder will be required to implement and review the pilot projects progress, while developing a regional strategy and engagement plan to secure future funding for the project;
  • The post holder will further enable the development of an aviation security strategy while supporting additional innovative projects in Kenya to develop a centre of excellence for support across the region;
  • Have oversight responsibility of the ASLO Office, working closely with Corporate Services, DfT colleagues in London, the Host Government(s) and other countries’ aviation security teams as well as airlines and security companies. Workstreams within this area will inform the wider strategy development;
  • As part of their strategy development responsibilities, the post holder will directly manage a pilot aviation security project while also assisting in managing a portfolio of wider aviation security projects (that will include aviation security training, staff mentoring and the provision of security equipment);
  • May also be required to provide aviation security advice to key stakeholders and work to become a subject matter expert within this field;
  • Engagement with local, international and HMG stakeholders to review and develop an aviation security strategy for deployment across the region;
  • Manage rollout of an aviation security pilot project, including requisite financial reporting responsibilities and leading on securing additional funding for future project expansion;
  • Providing advice and briefing to key stakeholders on aviation security matters in the region;
  • Initiating project proposals and taking responsibility for their planning, financial management and delivery.
    Essential qualifications, skills and experience
  • A minimum of three years experience working in a high performing, customer-service oriented team
  • Management of budgets experience;
  • Organised, politically astute and able to identify, develop and manage key relationships to achieve UK Aviation Security objectives in the region;
  • Good communication and proven stakeholder skills;
  • Ability to think logically/laterally, project manage and be able to display sound judgement and common sense;
  • Proven team working skills;
  • Ability to write and speak fluently in English.
    Desirable qualifications, skills and experience
  • Willingness and ability to travel. There is a requirement for a small amount of travel around the Host States and/or the region and potentially to London;
  • The Officer may occasionally be required to represent the ASLO and the DfT at meetings with senior personnel;
