Overview
DevTech is seeking a Director of Analytical Services in preparation for the Evaluation, Learning, and Monitoring Initiative (ELMI) IDIQ for USAID/Somalia. The purpose of this contract is to provide support for monitoring, evaluation, and program-related services to USAID/Somalia. The current USAID strategy for Somalia aims to build a durable foundation for a more stable, democratic, and prosperous Somalia in three primary technical areas: (1) democracy, governance, and stabilization; (2) education; and, (3) economic growth. USAID/Somalia is implementing approximately $60 million annually in activities across these three technical areas. USAID expects the period of performance of the IDIQ will be five (5) years. The incumbent will supervise a mid-level geospatial/remote sensing specialist. The incumbent is supervised by the ELMI Deputy Chief-of-Party.
Responsibilities
The Director of Analytical Services will be based in Nairobi (full-time) and will provide support services related to managing data at multiple points throughout the project lifecycle. S/he will develop analytical products resulting from requests from USAID/Somalia for Short-Term Technical Assistance (STTA). The anticipated level-of-effort is 10 assignments for no more than 30 days each on an annual basis. The STTA assignments generally will be completed by a team of 2-4 individuals and require Somali language expertise and extensive knowledge if Somali culture and the operating environment within the country. Assignments will be both cross-sectoral and follow under the following sectors which USAID programs in: Social Services: Economic Growth/Resilience; Democracy, Stabilization and Governance; Gender Equity and Female Empowerment; Land Tenure; Peace & Security; Youth; and Humanitarian Assistance. STTA assignments will include but not be limited to the following: evaluations; strategic analyses, assessments, and studies; sector-specific and cross-sectoral assessments; research and community mapping; organizational capacity building; answering learning agenda questions. .
His/her primary responsibilities will include:
• Oversee the ELMI team’s response to STTA requests issued by USAID/Somalia, articulating the technical approach, and estimating the approximate LOE and budget necessary to complete the assignment
• Lead or assemble STTA teams by identifying qualified experts (Somali, Kenyan, expatriate) and guiding and overseeing the team’s work.
• Prepare draft reports containing the findings, conclusions, and recommendations (if any) of the assignment
• Collaborating closely with other ELMI team members, particularly involving the areas of evaluations and context indicators used to assess changes in the operating environment

Qualifications
• BA/BS degree, preferably in development studies, public administration, sociology, or other social science field; graduate degree preferred
• At least five (5) years of professional experience performing analytical work
• Demonstrated interest in international development and/or foreign assistance
• Familiarity with USAID and/or other international donor policies, systems, and procedures
• Familiarity with qualitative and quantitative research methods
• Prior experience in a high threat environment and willingness to travel to Somalia
• Prior experience in supervising short-term experts of diverse backgrounds
• Strong English writing, speaking, and presentation skills.
