The Angaza Movement (TAM) aims at fostering electoral integrity and transforming political leadership in Kenya. The Angaza movement is made up of over 20 civil society organizations whose goal is to foster integrity, transparency and accountability in electoral and political processes in Kenya ahead of the 2022 General Elections.
The Angaza Movement now seeks to recruit a Consultant to develop a monitoring, documentation, resporting and response tool. These compendium of tools will be used for technical and political empowerment, engagement and action within TAM and its grassroots partners. This set of assignment is being undertaken pursuant to the collective action points adopted during the last retreat for The Angaza Movement (TAM) held in Mombasa on January 25-26, 2022. It is also in pursuant and consolidation of the separate institutional initiatives earlier advanced by the Kenya Human Rights Commission (KHRC) and InformAction (IFA) a media grassroot human rights organization that uses film as a tool for change among member’s organizations.
A. THE PROPOSED FRAMEWORKS

HUMAN RIGHTS MONITORING AND RESPONSE MECHANISMS
• Undertake a normative description of human rights/ violations and abuses,
• Undertake a deep analysis of key human rights issues and protection frameworks,
• Develop a human rights monitoring, reporting and documentation tool, with guidelines on patterns, trends and response mechanisms to human rights violations,
• Design standards for assessing legal and medical/ forensic evidence in all situations,
• Design a tool for capturing data and information on all emerging human rights violations with a focus on Civil and Political Rights, Economic and Socio-cultural Rights, Group Rights, and Climate Justice and Environment Rights,
• Provide guidance on the core approaches for seeking remedies against violations. -
MECHANISMS FOR ELECTION MONITORING, DOCUMENTATION, REPORTING & GOVERNANCE FRAMEWORK
• Determine the core standards for determining electoral integrity in Kenya
• Outline the legal and normative framework governing elections
• Provide the institutional and operational environment governing the election management body.
• Outline the principles and standards of a democractic election and their application to conduct of political leaders, parties/coalitions and other key actors in the electoral process.
• Develop and outline a human-rights centred election security management
• Outline the role of key state and non-state actors charged with delivering a free, fair and peaceful election. -
MECHANISMS FOR MONITORING, DOCUMENTING AND REPORTING OTHER KEY HUMANRIGHTS GOVERNANCE COMPONENTS.
• Outline the key human rights governance components for monitoring, documenting and reporting within the CPR, ECOSOC, Group Rights, Climate Justice and Environment,
• Develop guidelines for designing and implementing fact-finding missions and actions,
• Design guidelines for monitoring and responding to Sexual and Gender Based Violence,
• Design mechanisms for monitoring media conduct and reporting on human rights,
• Develop guidelines for community organizing against governance abuses. Qualification/ Applicant Requirements**
• A postgraduate degree in Social sciences, law, political science, or any other related field.
• A minimum of 12 years experience in election, human rights and governance related field.
• Election-related expertise and knowledge
• Ability to identify upcoming political trends and initiate research ideas and products
• Demonstrated ability to work under pressure in a sensitive political environment.
• Relevant sector experience will be an added advantage.Personal Attributes and Skills
