2 Team Lead - HIV Prevention
Job Purpose
The Team Lead – HIV Prevention will support to optimize the coverage and quality of HIV prevention programmes at national and sub national levels. The position will provide overall technical leadership and support in the design, planning and implementation of all HIV prevention programmes (including HIV testing services, Prevention of Mother to Child Transmission programme, key population programme, Adolescent and young people programme, PrEP programme, Voluntary Medical Male circumcision programme and condom programme) as well as integration of HIV prevention with sexual and reproductive health and other health and non-health sector. The position will collaborate closely with HIV prevention program leads at NASCOP and NACC, and other relevant stakeholders to achieve HIV prevention targets, utilize evidence and data to inform program strategy to address gaps. The position will be based at the project’s main office in Nairobi with significant travel to supported counties and sub counties.

Key Responsibility
• Ensure increased coverage and uptake of HIV prevention services and achievement of the prevention goals, objectives and target of the country;
• Support the NASCOP and NACC in implementation of the HIV prevention roadmap for 2021-2025. In consultation with NASCOP and NACC prevention programme leaders, ensure timely implementation of HIV prevention strategies’ and activities to achieve the desired objectives of the individual prevention programmes;
• Support development and revision of programme guidance and standards for HIV prevention programmes;
• Assess prevention strategies for priority counties using checklist and dashboard indicators and support counties to implement strategies to address the gaps;
• Design and innovate project interventions to strengthen utilization of services by priority populations;
• Provide mentoring and technical support through joint visits in implementation of technical guidance and strategies in priority counties;
• Support coordination of HIV prevention response by activating and facilitating regular meetings of national level coordination committees and ensuring technical strategies and programme performance is discussed;
• Coordinate design, implementation and replication of evidence-based innovations in close collaboration with the Prevention focal person in each of the counties;
• Provide mentorship, capacity and supportive supervision to the field officers to achieve the project objectives and stay on track, ensure deliverables of the project in the clusters are met on time;
• Assist the team in planning, implementation, and evaluation of the ongoing HIV prevention programmes;
• Work closely with the management team and assist in the design and implementation of work plans to achieve the project objectives and goal;
• Facilitate communication and the sharing of HIV prevention resources and best practices among field staff, partners and potential collaborators;
• Coordinate in-house training activities in addition to scheduling the sharing of best practices with partners and stakeholders;
• Work closely with Project Director to ensure that regular quarterly, semi-annual and annual program reports, requested by the national programme and donor are accurate, highest quality, and timely;
• Provide day-to-day supervision to regional field officers and ensure that the quality of the work of the project team is of high standards;
• Participate in Global fund country proposal writing and PEPFAR COP processes to advocate for inclusion of HIV prevention agenda; and
• Perform other duties as assigned.

Qualification and Experience
• A minimum qualification of RCO/MSN/MBChB/MBBS/MD and Masters in public Health (MPh);
• 10 years of relevant experience in HIV prevention programming in Kenya;
• At least 5 years of progressive experience working in the health or development field in Kenya;
• A minimum of 5 years of experience in designing, implementing, managing, and leading HIV prevention programs for a large project involving multiple partners, stakeholders, and geographic target areas in Kenya;
• Previous experience in strengthening health systems and building capacity of program staff; and
• Proven experience in project development, planning and facilitating technical training;

Skills and Attributes
• In-depth knowledge of Kenyan public health sector and clinical settings, including governmental and non-governmental settings;
• Demonstrated experience with a mix of practical technical skills in HIV prevention necessary for strengthening service delivery at the national, county or community-level;
• Clinical management and training experience and ability to understand full range of issues around the prevention of HIV;
• Interpersonal skills and ability to work well in teams and other stakeholders outside the organization;
• Demonstrated management and team-building skills, including relevant experience in direct supervision of professional staff;
• Articulate and able to communicate in a clear, professional manner with clients and staff;
• Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections and population based programming;
• Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines with minimal supervision, as well as to lead and work collaboratively with others;
• Excellent computer skills (MS Word, Excel and PowerPoint) essential; and
• Fluent in written and spoken English and Kiswahili
